Much has written and debated about the unethical, illegal, arbitrary appointment in various Departments by various writers and intellectuals, however Government instead of taking a corrective measures to effectively stem the unabated 'backdoor appointments' it has rather exponentially expropriated to unimaginable level liquidating thousands of careers of educated youth.
Backdoor Appointments has become a standard procedure. It has in a way become 'money spinning' business for unscrupulous elements. Backdoor appointments thrive as a result of illicit clandestine marriage between politicians and bureaucrats; to benefit their kith and kin or those of their close subjects. What is illegal about backdoor appointments is the 'breach of trust' and laid down Government rules which unambiguously calls for open exam for recruitment to any post without discrimination, bias or favour on the ground of socio-economic race, gender, cast, creed or religion. It is intriguing how appointments are blatantly made when the same has not been advertised, Sanctioned nor requisitioned to NPSC. Which is the Competent Authority tasked with the responsibility to conduct exam for recruitment in Government sector.
It is commendable various Students bodies and Social Organizations in their pursue for just and honest society through RTI has brought to light humongous excessive 'backdoor appointments' in various. It will be stimulating to see if Government will initiate action on this issue or if the Government will cover it up with an absurd justification/clarification.
As has been revealed through RTI query on backdoor appointments, it only confirmed our beliefs backdoor appointments is only 'gaining ground' and exacerbating in contrary to the Government directive to all Administrative Head of Department (AHoDs) to immediately cancel all such unethical, illegal appointments made in contravention of the laid down rules. It is remotely possible unjustly act of 'backdoor appointments' will be censored.
The heyday and hegemony over illegal appointments enjoyed by Politicians and bureaucrats can only be check to some extent, if State Vigilance Commission (SVC) is made to exercise it's given power to the fullest extent without interference from the Politicians, if at all Government of the day is serious enough to see to it it's directive issued directing AHoDs to cancel all illegal backdoor appointments. But to adapt to chameleon tactics to speak in correct political term and to act in contrary will be setting a pre-posterous precedent.
Consequences of backdoor appointments are pernicious on state economy and those in Service creating logjam in promotion. It incinerates the morals and affects the apparatus of the working structure. Backdoor appointments also give rise to multiple litigations, hampering the efficiency and work of the department.
Political appointments rived the core of socio-economic equality. If the culture of political appointments is to be curtailed, Election Commission request to the Government to amend the electoral law to empower to it either to postpone or countermand elections if evidence emerge of use of money to influence voter need to be amended.
Election Commission request to INSERT IGNORE clause '58B' in the Representation of the People Act, if amended it will usher a paradigm shift in electioneering system in checking corruption and bribery. Most backdoor appointments are made as a vote bank. Nagas are desperately in need of young, raw, unpolluted Politicians who share the dreams of the youth. The magnanimity of the backdoor appointments demands minute scrutiny. Impartial Investigation Commission should be set up to unearth the truth. The pot of sins continues to overflow showing no sign of abetting any time soon.
