Bipartite and Tripartite MoU for exploration of oil

Nagaland’s minister for power & parliamentary affairs minister, KG Kenye today explained the position of the state government on Bipartite and Tripartite MoU with the Government of India and the Government of Assam for exploration of Crude oil from Assam- Nagaland Border areas.

Replying to MLA Achumbemo Kikon on the floor of the House, Kenye in written reply stated that the Government of Nagaland, considering Article 371 (A) of the Constitution of India, has been discussing the Bipartite MoU on framework for expediting petroleum operations in the state of Nagaland as proposed by the Government of India under nomination and OALP regimes, especially in the interim period during the pendency of the disputes registered as Sou Motu PIL No 1 (K) of 2019 by the High Court of Gauhati.

He stated that further discussion with the Government of Assam and Government of India on Tripartite MoU on the framework on equal sharing of revenue from petroleum operations carried out in the entire DAB area, as an interim arrangement is underway, without prejudice to the rights and contentions of the respective governments and without waiver of the rights and contentions of any parties, as the border dispute is subjudice in the Supreme Court of India.

On being asked whether Changpang Oil Field under Bhandari Sub Division under Wokha district falls within the said MoU, Kenye replied that “Since Changpang field is outside DAB, Changpang may be included in the Bipartite MoU when it is finalized.”
