Er Sungtiba Amer, Assistant Chief Engineer (ACE), Civil and Administrative Works Division (CAWD), Government of Nagaland, retired from active service on August 31.
A thanksgiving-cum-farewell programme in his honour was organised by the Commissioner’s Office at the Commissioner’s Conference Hall here on Monday evening.
Speaking on the occasion, Commissioner Nagaland, Gregory Thejawelie, IAS, described the retirement of Er Amer as a significant setback to both the department and the state administration.
Thejawelie said bidding farewell to a colleague who had worked closely with the administration through "thick and thin" for years was an emotional occasion. While acknowledging that superannuation is an inevitable milestone in public service, the Commissioner noted that the administration would keenly feel the absence of such an experienced and effective technocrat.
Terming Amer an exceptionally capable engineer endowed with an "inborn gift" for identifying operational gaps and troubleshooting challenges, Thejawelie highlighted his ability to deliver despite constraints. He noted that even amidst tight resources and the hurdles of mobilising funds outside the state budget, Amer played an instrumental role in securing resources and executing vital infrastructure assets across Nagaland.
In his farewell address, Er Amer reflected on his extensive career, noting that he had the privilege of working under as many as 15 Commissioners of Nagaland. He said his tenure as Assistant Chief Engineer placed him in a vantage position to address and cater to the multifaceted infrastructure demands of the state administration.
Amer expressed gratitude to Chief Minister Dr Neiphiu Rio for the state government's sustained support and strategic prioritization of administrative infrastructure, which enabled CAWD to deliver several key developmental projects across districts. He expressed confidence that the department would maintain its momentum in bolstering administrative infrastructure in the years ahead.
The farewell programme was attended by officers and staff from the establishments of the Commissioner Nagaland, CAWD, Border Affairs, and the State Election Commission (SEC).
Amer joined government service in July 1995 and served in various capacities, including Executive Engineer and Assistant Chief Engineer. Throughout his career, he spearheaded the construction and upgradation of administrative assets statewide, including Deputy Commissioner office complexes, DC bungalows, and allied government establishments.
He was conferred the Governor’s Commendation Award for Meritorious Service on January 26, 2008, and the Governor’s Gold Medal for Distinguished Service on August 15, 2015. Under his stewardship as Executive Engineer, CAWD was also felicitated by HUDCO India for Social Housing in Nagaland for the year 2014–15 on April 27, 2015.
