Census master trainers training in Kohima

Kohima, October 18 (DIPR): Master Trainers Training on Socio Economic and Caste Census 2011 was held at SIRD Conference Hall Kohima from October 18 to 19.
Speaking on the occasion as Chairman, Director of Rural Development (RD), Metsubo Jamir said that the decision to conduct the Socio Economic and Caste Census 2011 with the RD and Urban Development Departments as the nodal department is a government policy. In this regard he said that the two departments would not be able to achieve the government targeted goal alone and further calls for the technical support of the Director of Census Operation, District Administration and the Master Trainers who had experiences and expertise in the recent National Population Census 2011.
Commissioner & Secretary Rural Development, V. Sakhrie in his welcome address stressed on the need to collect the right data to all the Master Trainers and enumerators and to take the assessment correctly as the Government is to take all the major policies and development activities basing on the collection of this census data and further assured them that the government will provide all necessary requirements like financial assistance, infrastructure requirement and other policy matters.
Director Census Operation Nagaland, V. Hekali Zhimomi in her brief address called upon all the Master Trainers to take this training as an opportunity and bring forward any problem with open mind, motivation and to have proper coordination within the trainers, enumerators and the field operators. She also advised the trainers to be careful and have full awareness on the collection of right figure and data, which should not have different indication with the National Census 2011. She assured that the department will continue to support and place its nodal officers to have proper coordination with Master Trainers, enumerators and field operators and further added that the department will be setting up a central help line for all officer.
A brief presentation on the introduction of Socio Economic and Caste Census 2011 was presented by Joint Director UD, A. Athisü Chachei; Role of Supervisors by MTF (RD), Thungbeni and Role of Enumerators by NT (SIRD), Dr. Adino Vitso.
As per the information from the Census Department, it may be mentioned that the Central Government has decided to conduct the Socio Economic and Caste Census in the year 2011 and would be carried out by the respective State/UTs with financial and technical support of the Government of India.
The Government of India will formulate appropriate policies for social and economically weaker section, and felt the need to know who the poor are and where they live. It is also important to know the precise nature of the vulnerability or deprivation that they face, as also the extent of such deprivation, both absolute and relative, to be able to plan and design appropriate intervention and to ensure their targeted delivery. Although the incidence of urban poverty has been increasing over the years as also the allocations for various poverty alleviation programme, there has been no uniform methodology at the national level for identifying the urban BPL households. In this context, the Planning Commission as constituted an Expert Group in May 2010 under the Chairmanship of Professor S.R. Hashim to evolve a uniform methodology for identification of BPL families in the urban areas for the 12th Plan. The Central Government would provide necessary technical and financial support for the survey, the field operations would be under the charge of State Government; and the manpower, individual the enumerators and supervisors would have to be identified and appointed by the State Government.
