The scale of funding for Nagaland state from the Central government for various expansion and developmental sectors continue to impress. Even in the past one fiscal year 2010-2011 and the current half of 2011-2012, the Ministry of Health & Family Welfare and the North East Council (NEC) have in aggregate given Nagaland’s health sector more than Rs. 7,00,00,000 as grants for expansion of health facilities and clinical institutes in the state. The funds also include separate grant in-aid for administration and maintenance of infrastructure and facilities, government records show.
The Morung Express has obtained a number of records of the ministry and the North East Council, the Centre’s nodal agency for economic and social development of the seven North Eastern states, concerning funding in the previous fiscal quarter and the current half fiscal. The NEC records detail funds given for expansion and infrastructure development to a number of private health institutions in Kohima and Dimapur for both fiscal years, as state government projects.
From 2010 to 2012, the NEC extended expansion grants totaling to Rs. 5, 50, 00,000 while the Health ministry has given at least Rs. 2, 81, 81,000 just for maintenance and upgrade works.
State government projects funded by NEC (2011-2012)
For 2011-2012, the NEC is said to have provided funds for a number of health institutes in Kohima namely Naga Hospital and the Oking Hospital and Research Clinic. To upgrade infrastructure (Casualty Department & Operation Theatre Complex) of Naga Hospital Rs 321.12 lakhs was approved from an outlay of Rs. 411.12 lakhs under ‘Grants for creation of capital assets.’ For the particular project, Rs 75.00 lakhs was sanctioned. The state’s Health and Family Welfare department is the implementing agency, the NEC’s record shows.
Likewise, funds to upgrade the Nursing School of Naga Hospital, Kohima were given.
The estimated cost for the upgrading work stated Rs. 226.40 lakhs. Rs. 203.76 lakhs was the approved cost and out of which Rs. 153.76 lakhs was ‘approved amount’. The amount sanctioned is Rs. 50.00 lakhs with the Health & Family Welfare department as the implementing agency.
In addition, Oking Hospital and Research Clinic in Kohima also had a slice of the pie with funds provided to it for upgrading equipment infrastructure. Out of the estimated cost of Rs. 437.11 lakhs, Rs 393.40 lakhs was the approved cost. Rs. 393.40 lakhs was the ‘approved amount’ out of which Rs. 120.00 lakhs was sanctioned. Oking Hospital and Research Clinic was mentioned as the implementing agency, the NEC records stated.
Further, during 2010-2011, funds were granted for expansion of Zion Hospital in Dimapur, establishment of a 50-bed hospital in Mon town and establishment of 5-bed Intensive Care Unit, high dependency, dialysis and neo-natal unit in Woodland Nursing Home in Mokokchung and ‘support for modernization’ of Bethel Medical Research Society in Kohima. The funds were under the NEC’s head ‘support to other health institutes in NER.’
The logistics for expansion of Zion Hospital in Dimapur was primarily to establish a pediatric nursing unit, a casualty unit and a physical therapy block with the Health & Family Welfare department of the Nagaland government as the implementing agency under ‘grants for creation of capital assets.’ Funds of Rs. 3, 18, 44,000.00 was approved on October 16, 2009 and sanctioned on June 22, 2010, the records said. The released amount of the fund in the stated fiscal year mentioned Rs. 75, 00, 000.00.
Also under ‘support for development of infrastructure in health centers/institutes in NER’ during 2010-2011, the North East Council records mentioned listed funds for the establishment of a 50-bed hospital in Mon town, Mon district, with the Health & Family Welfare department as the implementing agency. The records say that an amount Rs. 3, 89, 01, 000.00 was approved on December 18, 2009 and sanctioned on November 22, 2010 an amount of Rs. 1, 40, 00, 000.00.
Under the same head, funds for establishment of a 5-bed ICU, high dependency unit, dialysis unit and a neo-natal unit in Woodland Nursing Home in Mokokchung was given, with the Health & Family Welfare department as the implementing agency. An amount of Rs. 2, 27, 70, 000.00 was approved on March 16, 2011 and an amount of Rs. 90, 00, 000.00 sanctioned on March 16, 2011.

The statements show that Rs. 375.00 lakhs was approved as the cost, Rs. 337.50 lakhs as the approved amount while the fund sanctioned was Rs. 75.00 lakhs.

A letter to the Principal Accounts office of the ministry dated June 10, 2010 of the Undersecretary to the Government of India Manmohan Kaur stated Rs. 49.55 Lakhs for Nagaland as first installment of provisional grant in-aid.
In a similar letter, Rs. 232.26 lakhs was sanctioned as grant in-aid for sub-centers during 2010-2011. Both of the funding were ‘centrally sponsored schemes’. The ministry’s website also mentioned central finance to state H & FW societies’ for infrastructure maintenance for the financial year 2010-11 where Nagaland was also mentioned in two categories. However, the records could not be had for now.
