Compile list of persons yet to be vaccinated: HC

High Court seek dates for completion of oxygen plants in Dist hospitals and CHCs in Nagaland

The Gauhati High Court, Kohima Bench has directed the Nagaland government to compile the list of those eligible for vaccination but yet to be vaccinated through all district task forces.

The court also sought dates for completion of oxygen plants in District hospitals and CHCs and reports of manpower management.

The directive was issued by the Court while hearing the matter of a suo moto Public Interest Litigation (PIL) initiated by the court in early May after taking stock of the 2nd wave of COVID-19 situation.

Earlier, the counsel appearing for the Health & Family Welfare department submitted that, about 70% of the persons eligible for vaccination i.e. from age 18 years and above have been vaccinated and efforts are on to meet the target while adding that the Principal Secretary, Home on August 11 has also asked all the district task forces to undertake head counts of people who are eligible for vaccination but are yet to be vaccinated. 

In this regard, the court additionally directed the Principal Secretary, Home to place the compiled information of all the district task forces on the head count conducted by them of people who are eligible for vaccination but yet to be vaccinated on the next date of hearing.

“If this information is made available the vaccination process may be taken up even on a more practical and faster manner,” it observed. 

The next date of hearing is fixed for September 8, after 3 weeks time. 

While, the court learnt that oxygen plants smaller in capacity were being shifted to CHCs and bigger planets were being set up in District Hospital, it has asked the counsel to inform the Court as to “when installation of the oxygen plants at all the district hospitals and CHCs is being completed.”  

Regarding the manpower management, proper and complete report of districts were asked to be submitted on or before the next date fixed for hearing after observing lapses in the reports. 

The PIL was first heard on May 5, after the court took suo moto cognizance over the 2nd wave of the COVID-19 situation in the state by a division bench comprising Justice S Serto and Justice S Hukato Swu.
