Comptroller and Auditor General 150 years celebration culminates

Kohima, November 16 (DIPR): The Office of the Account and General of Nagaland celebrated the culmination programme of the yearlong celebration of the 150 years of the Institution of the Comptroller and Auditor General of India.
The inaugural programme was held at the office of the AG, Kohima on November 16 with the Governor of Nagaland Nikhil Kumar as chief guest. The Chairman, Committee on Public Undertakings, MLA Vikho-o Yhoshü and the Chief Secretary of Nagaland, Lalthara IAS were the guests of honour.
Speaking at the function, the Governor congratulated the AG and his staff. The Governor said that C&AG was conceived before Independence of India by the Britishers and the institution has so far been a tremendous influence on all the people in decision makings. He also said that the job of C&AG is to point out irregularities and to remind us to keep in mind the rules and regulations while executing our works and thereby acting as a check on the functioning of the government.
The Governor also complimented the AG and staff for the excellent work they are doing and also extended his best wishes for the organization. He further urged all the participants in the function to contribute their best for peace, progress and development.
The Chairman, Committee on Public Undertakings, Vikho-o Yhoshü in his short speech appreciated the AG for their efficient works and also pointed out that the office of the AG has got the best possible team.
The Chief Secretary of Nagaland Lalthara IAS said in his speech that C&AG is an important constitutional body to safeguard Indian democracy. He further said that smooth functioning of a government is not possible without a proficient C&AG. He also stressed on the need for better cooperation between the State Government and the AG and also pointed out some of the grievances of the people, with regard to delays in their pension papers for those who retired on 2009.
The C&AG like the 4th Estate (media) is an Institution that ensures a healthy polity in democracy by providing a safeguard against excesses of the three machineries of democracy viz the Legislature, the Executive and the Judiciary. The Chief Secretary assured all support to ensure security to the AG against any harassment from unwanted social elements.
Earlier AG of Nagaland, V.K. Girijavallabhan gave the welcome speech and a brief report on the Institution of AG. In his speech, the AG said that the department of AG is one of the earliest institution in the evolution of democratic processes of India and set up to bring about transparency, accountability and probity in public life and the mission is to promote excellence in auditing and governance.
While explaining their nature of work, the AG said that they have shed their age old fixation of post mortem to merely extract petty fault in government functioning but they now make mid-project assessment to bring a holistic approach focusing on the macro picture to facilitate corrections and revisions. He further said that the CAG is an Institution enforce accountability of the government and other public authorities who spend public funds.
The AG also mentioned that the first representative of the CAG in Nagaland was in October 1972 and the first AG was posted in 1974. Now there are two distinct offices functioning in Nagaland one looking after the audit and the other looking after the accounts and entitlement functions of the State government. He also informed that the office of AG is planning to introduce the SMS, IVRS and web based service for GPF/pension to subscribers in the State. He also requested the people to understand that Accountability is not the same thing as accounting, though the latter may be a part of the forms. The word accountability really means answerability he added.
Right after the inaugural function photo exhibition was also inaugurated by the chief guest. The programme was also attended by a host of senior government officials including Additional Chief Secretaries, Alemtemshi Jamir and Banuo Z. Jamir and Principal Secretary C.J. Ponraj.
