•-With reference to the Advertisement No. ED/Exam/2010-11, Dated 9th December 2011 of Directorate of School Education, Nagaland which appeared in local dailies on 10th December 2011, it is worth mentioning that the department has brought a sigh of relief for many educated unemployed Naga youths by announcing recruitment of thousands of primary and graduate teachers’ post in the state. At the same time, point no. 15 and 16 of the advertisement state that the cost of application form and examination fee to be submitted along with the form is Rs. 100 and Rs. 400 respectively which is quite disheartening for the aspiring candidates.
While many would term it as a daylight robbery by the department from the candidates, the concerned authority might want to clarify on the exorbitant rate of application and examination fees for the recruitment. Is the department generating revenue solely from the candidates for conducting the examination? Is there any budget allocation to the department by the government for conducting such examinations? There will be many disturbing reasons the department may quote to justify the high rate of examination fee but in the end it is the common people who has to bear the brunt and spend half a thousand rupees to apply for a post of a teacher. The amount which may seem trivial to the elite group of the society will take more than a week for certain group of people to earn the same amount. Due to which, I would say that the present government, inspite of its various developmental schemes will be branded as anti-people.
A simple mathematical reasoning can explain the huge revenue that would be generated from the application and examination fees for the department. For instance, if there are 10 candidates for a post each, it will amount to Rs. 1.43 Crore (10x2856x500). I would leave it to the sense and sensibility of the people to assume how the department, which is already in the middle of bogus teachers’ appointment scam will utilise this huge amount of money for the recruitment examination.
