Emergency meeting on 6TH&7TH June 2011 at Khehoi (A farce, unconstitutional and mock National Assembly)

The National assembly may be convened only when the entire party machineries, the government organs/agencies, statutory authorities or the People’s Army fails to tackle the issue/issues and thus threatens the security, stability or defense of the nation like peace and war, external aggressions, famines, mass scale natural disasters, forceful secessions of states etc and also any impending political decisions that may concern/affect the present or the future of the entire Nation, under such circumstance only or the combination of such situations necessitates convening of “Nation Assembly”.
The President/Chairman being the Chief of the party, the government and the constitutional head as well, it is not an obligation but compulsorily to be consulted, conferred and in return His Excellency’s approval and direction is to be acquired to convene National assembly or in the absence/demise of the President the Vice-President may assume the role.
Also to tackle certain National emergencies, an emergency party meeting (composing of party workers) may be convened and if it fails to resolve the issue, only then the issue may be forwarded to the National assembly.
Either by convention or constitution, the President/Chairman have to officially be present and address the National Assembly before proceeding ahead or tabling any bill.  
The various Party Organs and Government machineries may deliberate over the issues and agendas for National Assembly with ample time ahead, the Chairman and President is required to consult and confer the matters with the Parliament headed by the Speaker, the  Council of Kilonsers , various ministries and secretariats, statutory councils, committees or subcommittees, the Regional councils led by Regional Chairmen and the People’s Army led by the Army Chief, GSO’s of GHQ, Senior Generals, Divisional Commanders, Sector Commanders(Brigades), Battalion Commanders and even the Regional commanders must be informed, streamlined, prepared and present in the National Assembly.
That either procedurally/symbolically or practically, the People’s mandate should be represented in the Assembly, it is for this purpose the entire NSCN/GPRN and every accessories within the bound of the “cause/issue” are intrinsically intertwined or amalgamated to create the collective credentials/will in the form of “ National Assembly”.
So that, indestructibility of National Assembly as having backed by People’s will is established beyond doubt.
The notice/decree for National assembly must emanate from the Chairman/President’s office and every state/region must be informed of and no matter however urgent the situation may be, the preparation requires weeks or months time ahead.
Not even a day’s  notice served and represented by not even one-third of the total representation/strength of the Party and the Government and without any consultation or approval of the President or the Vice- President, without recommendations of the parliament or views of the State/Region, without intimation or the presence of the Army Chief, Senior Generals and Commanders etc  or at the least the General Head Quarters of the Army etc besides the necessity of ensuring the presence of every NSCN workers and even the public representatives from every Naga tribes.
However, the vast majority of Regions/States were neither informed nor represented, few purported represented regions were unofficial as the representatives neither were authorized by the Regional chairman nor represented by region members possessing credible regional views or authority, for instance 80% to 90%  of the States/Regions from Southern Nagaland(Manipur), 80% to 90 % Regions of the North ( Assam &Arunachal ) , more than 60% of the regions/states from Eastern  Nagaland were not informed or even aware of the so called National assembly besides being absent in the meeting.
Moreover, the venue of the National assembly except under extra ordinary circumstances or as may be approved by the President/Chairman, must be convened in the Council HQ.
 Khehoi is merely a designated camp established under GOI & NSCN cease fire agreement and in no manner could it substitute CHQ, GHQ or even regional, Brigade or Battalion HQs.
The fact that overwhelming majority of the workers in Khehoi camp being composed of western Naga tribes led by Kitovi does in no way qualify the emergency meeting as legal, constitutional or be equated to National Assembly. It is only a conspiracy plotted by opportunistic workers who were mostly recent defectors from IM and in no manner possess any integrity or credibility to represent it’s tribe/region, the NSCN/GPRN or the Naga political issue at large.
Of the approximate total strength of more than ten thousand (10,000) enrolled and active NSCN members including both the Civil and the Army, some two hundred to three hundred (200-300)workers of which eighty percent( 80%) composes of Sumi tribes mostly from western sumi area, congregated at Khehoi and plotted against the NSCN and it’s leadership in a day’s notice may only be considered self-mockery and mock assembly.
The most random manner in which the congregation tried to effect the impeachment of the President without any justification or if at all constitutional, it is only appropriate that the President should avail the opportunity to appeal/explain the assembly for any of his unconstitutional acts of commission or omission that invites impeachment motion, the charges in support of the motion should also be presented in written and thoroughly deliberated over by the Assembly.
Only on having satisfied with the procedure, would the no-confidence motion be moved and the Electoral College having absolute representation of every region/state may then decide the fate of the President either through voice vote or secret ballot, the majority required for impeachment or in others words the required Quorum to pass the judgment as per the constitution be decided ahead of  casting vote i,e 1/3rd , 2/3rd or simple majority etc to effect the decision.
No where in the Naga history has similar event been recorded either in impeaching or electing the President.
Where  as the President SS.Khaplang was neither informed nor present during the entire impeachment or election proceedings.
Similarly, during the purported impeachment of SS.Khaplang from Presidential office as well as the so claimed election of Gen.Khole as the alleged new President , the  assumed Presidential candidate Gen.Khole himself  who by then was the Army Chief  also had neither been present nor informed of on both the occasions.
Such outrageous and prejudiced simulation of impeachment and election processes   when both the concerned officials SS.Khaplang and Gen.Khole were not even aware of  or even present on both the occasions  besides not having acquired their consent or knowledge shows sheer dictatorial imposition and complete disregard of prescribed norms and grave constitutional contempt.
The Army Chief even without relinquishing or resigning from the Army formation was forcefully elected the presumed President in absentia.
Such dishonorable and disgraceful defiance of the established rule of law and an attempt to defile the people’s approved National Constitution would go down in the annals of the history of Nagas struggle as the most ignominious event ever.
The urgent meeting/conspiracy at Khehoi therefore does not even resemble a party meeting instead of claiming the same as National Assembly. It may be disregarded as mere wishful simulation by few eccentrics at the behest of Indian Govt. Agencies.
Such had been the unconstitutional and illegal procedure of the so claimed impeachment and election of the President, that the entire drama is dismissed as null and void and bears no validity or represents the NSCN/GPRN officially in any form or manner.
The NSCN/GPRN would continue to shoulder and discharge the onerous National responsibility under SS.Khaplang’s leadership undeterred and emboldened.
