Sir/Madam,
By the open letter, we appeal jointly to you as stated below: -
1. That the tracks of land laying beyond Indisen Village (formerly Kashiram Ao Sector Village) and Rilan Village (formerly Rilan Yan Colony) to the west in Dimapur is termed as disputed land because of the act that Assam Armed Police are resorting to frequent eviction drive against the Nagas settled in these part of the land claiming the area to be Assam Reserved Forest.
2. That both Indisen Village and Rilan Village are Govt. of Nagaland recognized village and these villages are situated in the extreme west of Block No. 10, Mauza No. 2 of Dimapur bordering with the land owned and occupied by us and various other tribes of Nagaland which is however termed as the disputed land in view of frequent illegal eviction drive by Assam Armed Police.
3. That herein, we would like to rely on the Survey Map of Rilan Yan Colony prepared by the competent authority of the Govt. of Nagaland in 2003 basing on which the erstwhile Kashiram Ao Sector Village through its Council Chairman also issued No objection certificate for Govt. recognition of the said Rilan Yan Colony as a village, and accordingly the Govt. of Nagaland recognized the said colony as a village.
4. That the tracks of land laying bordering with the said Rilan Village to the west is under our ownership and occupation for the last more than 30 years and despite various representations against illegal eviction drive by the Assam Armed Police, no authorities of the Govt. of Nagaland has so far done anything to protect us.
5. That on the contrary and to our utter dismay and disappointment, it is only at this stage of time, we came to know that you have jointly signed in a map purported to be “SURVEY OF NAGALAND, MAP SHOWING THE LAND FOR RECOGNITION OF RILAN VILLAGE, SURVEY SEASON 2009” wherein, the said map encroaches a vast area of our land about 13,60,733.8 hectors. The said encroachment has been made by you in total violation of our rights and the said map even if prepared after survey, the said map was notified at any point of time for public information.
6. That no authorities of the Govt. Nagaland or any of its officials has so far acted for protection of our rights on the land against the Assam Armed Police despite our repeated appeals for the last more than 30 years through various organizations of civil societies. However, as for Rilan Village, part of our lawfully owned land has been shown included in Rilan Village in the said purported map 2009 which is jointly signed by all of you.
7. That your illegal map shall not be allowed to deprived our lawful rights over that portion of the land illegally included by you in the purported Map, of Rilan Village 2009 which shows 40,21,337.78 Sq. Mts. as against an area of 17.22 acres as per the survey map 2003 for which the erstwhile Kashiram Ao sector Village has also given No objection certificate. We also raise no objection to the said map in as much as no part of our land was encroached by the said Survey Map 2003, despite of the fact that our land was shown as “Assam” believed to be shown as such in view of the fact that our rights on the land is disputed by the Assam Govt. by deploying frequent eviction drive.
8. That by this open letter, we call jointly upon you to come to the spot within a period of 7 days from today and to explain as to why “SURVEY OF NAGALAND, MAP SHOWING THE LAND FOR RECOGNITION OF RILAN VILLAGE, SURVEY SEASON 2009” should not be declared as incorrect to the extent that encroaches upon our lawful land and the survey map of the same village / colony 2003 should not be given effect to take notice that during the last week, some people claiming that this portion of the land is included in their village map 2009 which is jointly signed by all of you. Thus, unless you come to the spot and rectify you illegal acts, the entire consequences shall be at your rick and liable as such.
