Govt explain reasons for 10 EAC drive

Dimapur, October 8 (MExN): The Government of Nagaland clarifies the reasons and the circumstances that motivated the controversial “special recruitment drive” to recruit 10 Extra Assistant Commissioners (EACs) fro the “less-represented” communities in the state.
Interestingly, in the backdrop of the allegations that the government was only trying to garner political mileage, the state government said the services of the 10 EACs would “urgently be required for serving in new administrative circles especially in the run-up to the forthcoming elections,”
The government issued a press release today, appended by Chief Secretary of Nagaland Lalthara.
The government said to have deiced on the recruitment considering disparities between “backward tribes” and the “forward tribes.” The State referred to “statistics” that some tribes have “hundreds of officers” while some of the “backward tribes” have “just a handful of officers” serving in the state government. Moreover, the press release said, some of the tribes have failed to be recruited into the state’s services “for several years” and it was in this context that the state government decided to conduct the recruitment.   
The state government also said that even the central government from time to time conduct special recruitment rives for the weaker sections such as the schedule caste and schedule tribes. This steps are to “reduce the gap between the percentage of posts reserved for them and the actual utilization of the reserve posts,” the press release explained.
“Central government agencies and departments including army and paramilitary forces also conduct SRDs from time to time. Therefore the SRD on the EAC posts was as per laid down norms of the government. Further the SRD was within the normal percentage of existing reservations for the backward tribes and not over and above the existing reservations. For example, although 25% is reserved fir eastern Naga tribes, their actual share in government employments is only 17%,” the government said.
Further, the Nagaland government said, there are more than eighty government departments and agencies under the state, with the administration and the police being the main arms of the State. “Though a SRD of 10 posts of EACs may perhaps not change the overall status of the backward tribes and weaker sections, it was felt that accommodation of these tribes for 10 posts in the premier service would urgently be required for serving in new administrative circles especially in the run-up to the forthcoming elections,” the press release said.
The government has withheld the SRD process and notification for it has been issued, the press release added.
