Manipur Chief Minister, N. Biren Singh said Inner Line Permit (ILP) will be fully implemented in Manipur by January 1, 2020. He assured this during the 9th session of the 11th Manipur Legislative Assembly which began on Wednesday. The 3-day session will continue till December 20, 2019. N Biren Singh also introduced the Manipur Goods and Services Tax (Second Amendment) Bill, 2019 in the House.
Replying to a calling attention motion raised by opposition members Kh. Joykisan Singh and R.K. Imo Singh, the Chief Minister said drafting of Rules and Regulations for implementation of ILP is under process and will be completed soon. The final notification will be published in the Official Gazette, he added.
He also said that issuance of entry forms will be done through the Deputy Commissioners and altogether 7-8 entry points at Mao, Jiribam, Moreh among others will be opened. Development of a software for online issuance of entry forms is in the process and once it starts functioning, visitors from outside the state can apply for ILP easily, Biren also informed.
On penal provisions for visitors without ILP, the Chief Minister said that after thorough study of the penal provisions of neighbouring states where ILP has been enforced already, suitable provisions will be included in the Rules and Regulations.
Expressing satisfaction over the extension of ILP in the state, the Chief Minister said that it is due to the relentless effort of the people of the State, Members of Manipur Legislative Assembly, civil society organisations, 'meira paibis' (women folks) and political parties that such a regulation has been extended to the State.
