In response to a demeaning and misguiding statement made by Heizieying, chairman, Jalukielo village council in local dailies on June 25, I, K. Xekiye, head GB of K. Xekiye village, am compelled to react on the contradictory statement in order to clarify who are “real encroachers and truth twisters” and “who are distorting the ground reality”.
First of all, K. Xekiye village was recognized by the government on 29th May 1996 vide a notification of Home Department General Administration Branch where a Jalukielo village was recognized by the government in a notification NO. GAB-1/36/2003:: dated Kohima the 2nd March 2005 with boundary demarcation of Dungki village in the North, Samjiuram in the South, Jalukie town in the East and Jalukie Zandi in the West. How could Jalukielo village claim Ghowoto village land as its land when there is not even a boundary sharing between the two villages? How can a village that was recognized about 6 years back claim the land of villages which have been recognized and boundary demarcated by government long back?
Anyone may see it for themselves through Nagaland map where every detail – district boundary and demarcation shows the location of Jalukielo village. There are three villages - K. Xekiye, Shikuto and Kakiho villages between Jalukielo and Ghowoto. Jalukielo village has encroached on the land of K. Xekiye, Shikuto and Kakiho before entering into the land of Ghowoto village.
As a matter of fact, Jalukielo village is situated well within the land of K. Xekiye village. Jalukielo villagers have been settling and cultivating in the village land for many years for which they should remain indebted to my village and should be treated as part of my village. In this matter, government is purely to be blamed for giving separate recognition to a village, which was in the land belonging to other village, without the consent of land owner.
It may be mentioned that the first incident of this year came to light on 22nd February when a group of people from Jalukielo village were found cutting jungle in the land of K. Xekiye village. As it was without the consent of my village authority, my villagers intervened to protect the right of the village.
Subsequently, administration intervened and deployed police force (IRB) to defuse the situation and imposed 144 CrPC in the area on 23rd February. On 24th February, SDO (Civil) Dhansiripar accompanied by Dobashis arrived in the area in order to visit the spot where Jalukielo villagers were found cutting jungle. Not knowing the exact spot some villagers were out called to act as guide to lead the SDO (Civil) and his team to the spot. However on reaching the spot, Jalukielo villagers rounded up and thrashed the innocent villagers who acted as guides in presence of 9th IRB personnel posted at Saijang under Peren district, who watched in silence. Seizing the departure of SDO (Civil) Dhansiripar and his team from the spot as their advantage, Jalukielo people stated cultivation under the protective shadow of 9th IRB who were deployed in the area as to maintain neutrality and not to take sides.
However, as long as there was deployment of 11th IRB personnel at Kakiho village and my village by Dimapur district administration no such major development/encroachment took place in the area except for cultivation in some pockets.
But for a reason best known to the government withdrew the 11th IRB personnel from the two villages on 5th May, 2011 and posted 9th IRB personnel at the two said villages on 6th May 2011. And since then, Jalukielo villagers armed with guns and under the protection of 9th IRB personnel are freely trespassing the land of K. Xekiye Shikuto, Kakiho and Ghowoto villages and carrying activities in the land of said villages.
While innocent villagers of the four villages were abiding with the 144 CrPC imposed in the area by the administration, Jalukielo villagers acted at their will and even opened an approached road right from their village, passing through my village, Shikuto and Kakiho villages to well within the outskirt of Ghowoto village.
Taking advantage of the 144 CrPC imposed in the area and under the protection of the IRB personnel, Jalukielo village constructed the approached with machineries along the foothills and beyond the view of the four village, which they claim as developmental work.
If it is not for the biasness of the government, how could Jalukielo villagers carry out such activities in the area despite imposition of CrPC? Government is solely responsible for the ongoing conflict between the people of the four villages and Jalukielo village. If at all the government wants normalcy and peace to return in the area, personnel of 9th IRB should be immediately withdrawn from the area.
In regard to the statement of Mr. Heizieying, he is trying to misguide the people by making concocted statement besides using abusive and insulting language. But it is the wish of the people of four villages to maintain peace but at the same time will remain resilient and not compromise on the right of the villages. Truth shall prevail.
