Kohima, May 16 (MExN): The Deputy Commissioner’s Office Kohima has issued a circular directing strict compliance with laws and guidelines governing the use, display, and dignity of the National Flag.
The circular was issued following a communication from the Ministry of Home Affairs regarding the need for strict adherence and mass awareness on the proper use of the National Flag, as per the State DIPR.
According to the circular, the National Flag symbolises the hopes and aspirations of the people and must always occupy a position of honour.
It noted that despite widespread respect and loyalty towards the flag, lack of awareness is often observed among the public as well as government agencies regarding the laws, practices, and conventions related to its display.
The administration informed that the use, hoisting, and display of the National Flag are governed by the Prevention of Insults to National Honour Act, 1971 and the Flag Code of India, 2002.
In this regard, all government departments, organisations, and members of the public have been directed to strictly follow the prescribed guidelines.
The circular further stated that under Clause (x) of Paragraph 2.2 of Part II of the Flag Code, members of the public may wave paper flags during important national, cultural, and sporting events.
However, such paper flags should not be discarded or thrown on the ground after the events and must be disposed of privately in a manner consistent with the dignity of the National Flag.
To this end, the district administration has also directed all Heads of Departments to undertake mass awareness programmes and ensure wide publicity through electronic and print media on the proper use and dignity of the National Flag.
All administrative officers under Kohima district have further been instructed to monitor compliance and ensure strict adherence to the statutory provisions.
