Nagaland Government scans 2 unaccredited medical institutes

Dimapur, July 28 (MExN): The Health & Family Welfare today discussed issues associated with the accreditation/recognition of the Indian Institute of Para Medical Technology & Institute of Management (IIPMT) and Medical Research Health Science and School of Nursing (IMMRSSN), Singrijan. The government has decided on a number of steps to process the college’s accreditation status into the mainstream.      
Chief Secretary of Nagaland Lalthara chaired the department’s meeting July 25 in the chief secretary’s conference hall. In the absence of accreditation or recognition, students passing out from the two institutes are not illegible for employment in their trades, stated a copy of the minutes of the meeting from the chief secretary’s office. Chief Secretary Lalthara said there is a need for public-private partnership in health care delivery system.
“Initially he had thought that these two institutes were recognized all India level institutes because of their high sounding names,” the department’s press release quoted the chief secretary. “But as the problem of these institutes not being recognized had come up, he asked the members to deliberate on whether the institutes should continue or should be closed down. He also opined that the management of these institutes should have completed all the required formalities before their students completed their course.”
The chief secretary instructed the departments in concern to see that the two institutes immediately complete all the formalities required for their recognition. The Technical Education department, Government of Nagaland is to urgently convene a meeting of the state Technical Committee in order to take up this issue. The STC may inspect the institutes, and give their findings and recommendations to enable the two institutes to move ahead.
After receiving the inspection reports of STC, and if the findings are positive, an MOU is to be signed between the two private institutes and the Health & Family Welfare department, Government of Nagaland to enable the two private institutes to use government hospitals at Kohima/Dimapur for practical attachment and trainings of their students.
The State Technical Committee is instructed to monitor and inspect the two institutes, and help them in a pro-active manner in getting recognition as early as possible.
“If the STC feels, after preliminary round of inspection, the infrastructure and other facilities are not adequate to enable these two institutes to get recognition from Indian Nursing Council/Technical Education Council, and then they may recommend for closing down of these institutes to the State Government,” the chief secretary’s office said.
The chief secretary emphasized the need for the Health & Family Welfare department and Higher & Technical Education department to play a more positive and pro-active roles in helping these two institutes to get the required recognition.
Commissioner and Secretary Menukhol John, briefed the members that the State Technical Education department is the state authority for starting such process in the state. A letter has been received by the department from All India Council for Technical Education stating that such diploma courses are within the purview of State Level Committees with Director, Technical Education as the Member Secretary. He also said that Government hospitals in Kohima and Mokokchung are already overloaded with students from the Schools of Nursing in these districts. Hence, it may not be possible to take more students. Issue of No Objection Certificate does not mean accreditation or recognition. For ANM/Nurses, the right body is the Indian Nursing Council etc.
Further, Principal of IIPMT Dr. R. Zinyii said that the institutes were started on the need for paramedical workers, more so in the rural areas with the coming of the NRHM. He said that the management board of these institutes has been complacent for not taking up the issue timely with the state authorities. He requested the Health department to give permission to the students to have hands-on experience in the government hospitals as they do not have private hospital to get practical knowledge.
