Nagaland Govt bets on data to fix governance gaps

DIMAPUR, JANUARY 19 (MExN): The Government of Nagaland launched a month-long capacity building programme on data analytics for state government employees on January 19, marking a push towards data-driven governance and evidence-based decision-making across departments.

The inaugural programme was held at the auditorium of the National Institute of Electronics and Information Technology (NIELIT), Kohima.

Addressing the gathering, Commissioner and Secretary, School Education and SCERT, Government of Nagaland, Kevileno Angami said the training was part of a broader effort initiated and steered by the Chief Secretary to upskill government officials and strengthen administrative capacities. She acknowledged the Personnel and Administrative Reforms (P&AR) Department and the Administrative Training Institute (ATI) for coordinating the programme, and appreciated the Director and faculty members of NIELIT for extending technical support and expertise.

Stressing the role of data in governance, Angami said data collection should not remain confined to record-keeping but must be analysed and used meaningfully for informed decision-making. She pointed out that data collected through surveys and censuses on population, infrastructure, health, education and basic services should directly inform planning, policy formulation and implementation.

Calling on officials from various state departments to adopt evidence-based approaches, she said proposals supported by proper data analysis better reflect ground realities and are more likely to address the actual needs of the people.

Angami also underlined the importance of inter-departmental collaboration and data sharing, stating that data is a valuable state asset that must be properly tabulated, preserved and shared to improve governance outcomes. She urged participants to make full use of the training and to apply and share the knowledge gained within their respective departments.

Director, NIELIT for Nagaland and Assam, Er. L. Lanuwanbang highlighted the growing relevance of data analytics and digital skills in strengthening governance and improving administrative efficiency. He said informed decision-making backed by data is critical for effective planning, implementation and monitoring of government programmes.

He said government officials must equip themselves with modern digital tools and analytical skills to keep pace with rapidly evolving technologies. He assured that NIELIT Nagaland and Assam would continue to extend technical support and expertise in collaboration with the state government for similar initiatives.

Joint Director, NIELIT Kohima, Er. A. Morimenba Amer also spoke on the importance of data analytics and digital skills in governance and administrative efficiency. He stressed the need for continuous capacity building in emerging technologies for government officials and assured continued support from NIELIT Kohima in organising and facilitating such training programmes.

The programme forms part of the state government’s ongoing efforts to strengthen administrative efficiency and institutionalise data-driven decision-making across departments. The month-long training will conclude on February 13.
