Chief Minister Neiphiu Rio stressed on the need for quality control in construction works, and called for the creation of durable assets in Nagaland with the State attaining 50 years of statehood.
“We are here today to show our political will to have quality works done in the State,” Rio told a one day workshop on quality control here at the State Academy Hall this morning. Referring to the new Nagaland PWD Code released in June 2012, Rio remained optimistic that it will help improve working condition, as well as terms and conditions with contractors and suppliers. He stressed on the need to respect the Code and implement the same.
Also referring to sub-standard quality of material, he said “You have duplicate, imitation, inferior quality being floated in the markets of India and Nagaland. We are always being cheated by manufactures and shopkeepers.” Rio requested qualified engineers to inspect construction sites in the State. Sitting at home, he said, and not visiting sites will not deliver quality work.
The Chief Minister suggested that the Nagaland Quality Control Board members should go to the districts and attend the District Planning Board meetings where they can reach out and speculate down to the grassroots and create awareness on quality work. He stated that legislators should take active part in their respective constituencies to portray quality work.
Rio stressed on contractors to have conscience and integrity, adding “we want you to do a good job for our State”.
He stated “If we want to survive in this competitive and fast changing world, we need to change our mindset and attitude and maintain quality in all the activities.”
The Chief Minister stressed on the need for policy makers, bureaucrats and technocrats to put their minds together into good planning and development. “Our cities cannot become modern without quality construction,” he said and stressed on the need to plan the construction of roads in the hills where limited space is available.
Observing that maximum number of accidents takes place between Dimapur – Chumukedima, Rio suggested provision for service land route outside the highway and felt that land owners needs to be sensitized. “Unless we create awareness our cities will not survive,” Rio said adding that we want quality in everything; life, city, construction, hygiene, education and food.
The day long workshop touched on topics like: “Legal status of the Quality Control Board, Nagaland Public Works and Accounts Rule 2012” with Power Point presentations on “Over view of the State Quality Control Board”, “Awareness on Quality Development” and “Accountability”.
