Joining the rest of the country, Nagaland today observed 70th Constitution Day by highlighting the importance of fundamental duties.


In a state level launching programme held at Capital Convention Centre, minister for justice & law, environment, forest & climate change, CM Chang encouraged everyone to observe and uphold the fundamental duties prescribed by the Constitution of India and the aspiration of the founding fathers of democratic India.


The minister said that Constitution Day is celebrated every year to mark the anniversary of the adoption of the Constitution of India which marked the beginning of a new era in the history of India.


Stating that the Constitution has many sections, he said “but this year the decision is to focus on one section of the Constitution which pertains to fundamental duties of every citizen.”


He said that it is necessary to know and to create awareness that every citizen has not only rights but also duties and responsibilities as enshrined in the Constitution.


“It is convenient to claim only our rights and seek to enforce those rights in a Court of Law but forget that performing our duties is as important as our rights. We also have our responsibility to carry out our fundamental duties as a citizen,” the minister said.


Although the law cannot enforce the performance of the fundamental duties, it is a moral obligation of every right thinking citizen to perform and uphold the values of fundamental duties; the minister said adding that fundamental duties are intended to serve as a constant reminder of the duties and responsibilities of every citizen.


He said the Constitution of India prescribes the fundamental obligation of the states to its citizens and also prescribes the duties and responsibilities of the citizens to the States.


“Fundamental duties as directed in the Constitution should result in our conduct the values of fundamental duties which seek to inculcate in every citizen a high level of hope in the human behavior,” he said.


Having an awareness of our own knowing and understanding our fundamental duties will enrich our knowledge and awareness, he said adding “Through our action we can influence and impact the society, the environment and the Government.”


The minister also launched a month-wise calendar of constitution and fundamental duties campaign which will continue till November 26, 2020.


Earlier, keynote address was delivered by chief secretary Temjen Toy. Kakheto Sema, senior additional advocate general Nagaland also spoke on the occasion.  Welcome address was delivered by Khanrinla T. Koza, secretary justice and law department.

Art 371 (A) a tribute to the versatility of Indian constitution: Gov Ravi
Meanwhile a press communiqué issued by PRO to Governor said Raj Bhavan Nagaland observed the Constitution Day at the Lawns of Raj Bhavan Kohima.  


The Governor of Nagaland, RN Ravi in his address stated that the biggest challenge for independent India was how to run a diverse country which should ensure that everyone, every culture prospers to its fullest potential and the country grows together. After much effort by almost over 400 hundred leaders this wonderful document has been created, he said.  


Governor Ravi pointed out that the Constitution of India is a constitution which looks forward respecting the Nations heritage, past, diversity and is flexible enough to adapt to any change that comes. One example is the creation of Article 371 (A) which is a unique provision for Nagaland and it is a tribute to the versatility of the Constitution, he added.  


Commissioner & Secretary to Governor, T Mhabemo Yanthan in his opening remarks said the Indian Constitution is the best in the world as it provides equality of all sections of society barring cast, creed and religion. 


The Governor led in administering the Constitutional Pledge. The programme was attended by officers and staffs of Governor’s secretariat, household staffs and security personnel of Raj Bhavan Nagaland.
