Nagaland Agriculture Minister, G Kaito Aye today informed the NLA that the State has received Rs. 46,31,75,000 (Forty-Six Crore thirty-One Lakh Seventy-Five Thousand) under the International Fund for Agricultural Development (IFAD).
Replying to a query by MLA Dr Chumben Murry, the Minister informed that the amount was received as endowment fund which is meant to be kept as a buffer fund by the project and to be utilized only in case regular fund as budgeted is not available with the project.
The fund is to be returned by the GoN on completion of the project, after adjusting whatever payment may have been made as part of its counterpart fund.
Under the IFAD loan, Rs. 13,13,03,000 was received from IFAD as initial advance for implementation of various activities as per IFAD approved Annual Work Plan and Budget (AWPB). Rs. 3,00,00,000 was received under CSS-GoI from Directorate of Agriculture for RKVY activities and full amount released to all the 8 project district for implementation of RKVY activities as per IFAD approved AWPB.
The Minister also said that Rs. 33,32,000 was received under CSS-GoN from the Directorate of Agriculture as 10% state share for RKVY activities.
He further stated that Rs. 20,00,00,000 was received from GoN as pre-finance to FOCUS-IFAD project in January 2020. This will be reimbursed by the IFAD on submission of statement of expenditure, the Minister informed, adding that the fund is being allocated for implementation of various activities as per IFAD approved Annual Work Plan and Budgeting.
