A government bill on Nagaland Right to Pubic Services Bill 2026 was introduced at the 9th session of the 14th Nagaland Legislative Assembly (NLA) in Kohima.
The Bill was moved by Chief Minister Dr Neiphiu Rio on the floor of the House.
This bill aim to provide for the delivery of notified public services to the people of the State of Nagaland within the stipulated time limit and for matters connected therewith and incidental thereto.
NLA Speaker Sharingain Longkumer stated that the consideration and passing of the bill will be taken up on September 3.
In statement of objects and reasons, the Chief Minister stated that timely, transparent, and accountable delivery of public services is fundamental to good governance, adding that delays in service delivery and the absence of an effective grievance-redressal mechanism cause hardship to citizens and erode public confidence in the administration.
He state that the Government of Nagaland is committed to establishing a citizen-centric administrative framework that ensures efficiency, accountability, and responsiveness in the delivery of essential public services.
“It is, therefore, considered necessary to provide a statutory framework for the delivery of notified public services to eligible persons within stipulated time limits. The proposed legislation seeks to confer upon every eligible citizen a right to obtain notified public services within the prescribed period and to ensure accountability of the officers responsible for delivering such services. The Bill establishes a legally enforceable mechanism that empowers citizens and imposes statutory duties upon government servants, local bodies, and public authorities, “the Chief Minister stated.
The Bill provides for notification of public services with time limits, designation of responsible officers, a two-tier appellate mechanism, penalties for defaults, revision of penalty orders, disciplinary action, bar on Civil Court jurisdiction, protection for good faith actions, overriding effect, rule-making powers subject to legislative oversight, and power to remove difficulties. The appellate authorities have powers to require documents, issue summons, and pass orders.
The Bill incorporates adequate safeguards to ensure fairness, including reasonable opportunity of hearing before imposition of penalty, and the rules made under the Act are subject to mandatory laying before the Nagaland Legislative Assembly.
The Bill seeks to establish a citizen-centric, transparent, and accountable system for public service delivery in the State of Nagaland.
Earlier, Dr. Rio moved the House for introduction of other government bills in respect of Nagaland Goods and Services Tax (Eleventh Amendment) Bill, 2026, “The Nagaland Goods and Services Tax (Twelfth Amendment) Bill, 2026.” “The Nagaland Town & Country Planning (Sixth Amendment) Bill, 2026 and later introduced on the floor of the House
Further, a government bill on “The Nagaland Paramedical Council (Repeal) Bill, 2026” was also introduced today, moved by Nagaland’s health & family welfare minister P. Paiwang Konyak.
Consideration and passing of those bills are also scheduled on September 3.

Chief Minister Dr Rio presented the Nagaland Lokayukta Annual Report 2025 while Home minister Y. Patton laid the Nagaland State Human Rights Commission Annual Report 2025-26.
