Nagaland suspends OM on ‘Partial Lifting of Appointments’

Kohima, September 5 (MExN): The Government of Nagaland has suspended an ‘Office Memorandum’ (OM) issued on July 16 allowing “partial lifting of ban on appointments against existing vacancies” after direction for the Kohima Bench of the Gauhati High Court on September 1.

In pursuance of the Gauhati High Court, Kohima Bench dated September 1, the P&AR Department OM for “partial lifting of appointment shall remain suspended till further orders,” stated a circular issued by the Department of Personnel and Administrative Reforms (Administrative Reforms Branch) on September 4.

“All departments are requested to take note and comply,” added the circular signed by Chief Secretary J Alam.

It must be noted here that the High Court suspended the OM on empowering 76 departments to conduct recruitment exams following a Public Interest Litigation (PIL) filed by the Rising People’s Party (RPP) seeking that the Nagaland Staff Selection Board (NSSB) be “made functional within one month so that recruitment to all Group-C posts in the Government of Nagaland can be conducted in a transparent manner.”

The court further listed the matter again immediately after four weeks, adding that the “the OM remains suspended till the returnable date,” as per a release issued by the RPP.

Among others, the original OM allowed 10 Departments listed “to complete the recruitment process with respect to the total of 160 various posts” while 66 Departments were permitted for recruitment of a total number of 1357 various posts.
