Nagaland: UTRC recommends bails for 13 undertrials

Kohima, January 24 (MExN): The Under Trial Review Committee (UTRC) of Nagaland had recommended either bail or release for 13 undertrial prisoners (UTPs) during  its 4th Quarterly Meeting held in December, 2021. 

The Nagaland State Legal Services Authority (NSLSA) under the aegis of the National Legal Services Authority (NALSA) conducted URTC for October-December quarter through the District Legal Services Authorities (DLSAs) in their respective districts.

As per an NSLSA release, a total of 10 UTRC sittings were held across the state and 35 UTPs and convicts were considered for review. 

Out of 13 UTPs, 5 were released pursuant to UTRCs recommendations, it said. 

The number of bail or other applications moved post recommendations was 10, it added. 

Out of the recommendations made, 8 UTPs were released on bail by the court, but were not able to furnish sureties, the release said. 

The UTRC is headed by the DLSA Chairperson or Secretary who is a District & Sessions Judge or Magistrate and comprised of members from heads of district administration, Police, Jail and panel lawyers. 

In Phek, the DLSA conducted UTRC meeting at District Court Complex Phek on December 17 in presence of Duvelu Vero, District and Session Judge Phek cum Chairperson Phek DLSA. 

Vesupra Kezo, SP Phek; Amit Kumar, SDPO Phek; Samuel Ritse, PP Phek;  Mechietsho Koza, EAC Phek;  Dozhoyi, Asst. Jailor Phek; Vethothi Vero, RL Phek; and Keneinuo Swuro, PA Phek attended the meeting. The jail had 12 UTPs and 4 convicts.

Mokokchung DLSA conducted the meeting at the Principal District & Session Judge chamber with attendance from from SP office, Deputy SP of Jail, Assistant jailor, Retainer lawyer. 

In Kiphire, it was held on December 15 at District Court Complex and chaired by Phuleto Yeptho Chief Judicial Magistrate cum Secretary, Kiphire DLSA. 

Ajongba Imchen, Chairman, Zunheboto DLSA chaired the UTRC meeting on December 15 at District Court Complex.  Out of 21 UTPs and 4 convicts, 4 UTPs were recommended for release at the sitting. 

Dimapur DSLA held the meeting on December 4 at the chamber of the Principal District & Sessions Judge, Dimapur.  Five UTPs were identified and recommend to be released on bail.

In Peren, BP Resu, Secretary Peren DLSA chaired the meeting attended by Ihoilung, EAC Peren; Mhabemo, AAP Peren; Banka Patton, Assistant Jailor Dist Jail Peren; Asungbe, Retainer Lawyer Peren DLSA; and Lanuakum, Prosecution Inspector Peren.

Wokha DLSA conducted the meeting on December 9 at District Court Complex Wokha with Duvelu Vero Chairperson WDLSA; Khrievono Seletsu Secretary WDLSA; Tumchobemo Yanthan, Addl.SP Wokha; Zubemo Ovung, Jailor Wokha;  Renbemo Tungoe APP Wokha; and Panel Lawyers in attendance. 

Kohima DLSA conducted meeting on December 13 at District Jail, Kohima and it was presided by Y Longkumer Principal District & Session. Kevithüto Sophie Sr SP; K Hamtok SP Jail; Nokshei Kano CJM; Teisi Thou Jailor; Alezo APP; and Imsentila Panel lawyer were present at the meeting.  The members also deliberated on issues brought by the jail authority and put forth for further necessary actions.

The DLSAs in Mon and Longleng District also conducted the meetings, the NSLSA release added.
