'Nagas not familiar with Child Rights'

DIMAPUR, SEPTEMBER 23 (MExN): With the objective of sensitising the citizens on the subject of ‘Child Rights’ a day-long workshop themed: ‘National Initiative for Child Protection’ (NICP), was conducted at the DC Conference Hall, Dimapur on Friday, September 23.
Under the aegis of the Union Ministry of Women and Child Development, the seminar today was purposefully intended for ‘Gaon Burrahs’ and community leaders of the wards and localities under Dimapur. It also focused on the mechanisms which come under ‘Child Rights’ like the CRCP (Central Registry for Child Protection), CHILDLINE 1098, Juvenile Justice Act, and Juvenile Justice Board/Child Welfare Committee.

Deputy Commissioner, Dimapur N. Husheli Sema addressing the inaugural session brought to the fore the rather apathetic attitude of Nagas on the topic of Child Rights. Nagas are still not familiar with the concept and not the least bothered, she said. The DC is also the chairperson of CHILDLINE 1098   “…Maybe we do not know about Child Rights and their privileges...which is a serious issue and need to be done away with.” Particularly pointing the practice of employing under-aged domestic helps, it is an area of paramount concern here, she said.   
Another area of concern is the treatment of juvenile offenders (those under the age of 18). Here under aged offenders are treated more or less the same way as other criminals. The people should rather try and understand the circumstances that forces children to indulge in crime, she said. The DC thus, urged the community leaders to join hands with the NGOs and contribute towards the well-being of deprived and exploited children and their rehabilitation.
Child Rights activist Subonenba Longkumer, who is also the Nodal Director of CHILDLINE Dimapur, offences committed by children under the age of 18 do not come under the purview of the Indian Penal Code. Juvenile offences are tried under the Juvenile Justice Act.
Longkumer alongwith K. Ela were the resource persons at the seminar. CHILDLINE 1098 Dimapur, a toll-free tele-helpline for children in distress is a project under the Union Ministry of Women and Child Development, Government of India.
