NCSU find holes in Police complex works

Dimapur, September 2 (MExN): Contactors and suppliers are unhappy that the police engineering project is traversing standing government norms in the construction of a Police  Training Complex at Rüzaphema.

The Nagaland Contractors’ & Suppliers’ Union today wrote to the Chief Information Commissioner seeking redress for anomalies detected and understood to be in contravention of information sought under RTI from the PIO (PHQ). The union had sought information on the construction of Police raining Complex at Rüzaphema. Queries were made whether invitation for the preparation of PFR/DPR (for execution of above project) was made; whether tender was floated and information on the total cost of project and to whom the work orders was allocated.

The union said the PIO furnished a response of the Chief Engineer (Police Engineering Project) that (verbatim) “Sl No 3 & 4 appointment for M/S Zynorique Consultant for preparation of DPR is taken into consideration but whereas in Sl No 1 the chief engineer, police engineering project, PEP Nagaland is competent authority (Technical for initiating tenders for all nature of construction is directly challenge of Govt standing order and Sl No 2, no tender was initiated for the said work which is completely violation of Govt standing order and whereas, other information sought by the NCSU was shown nil.”

The NCSU said it can no longer tolerate the “adamant attitude” of the Police Engineering Project for awarding work orders for the Police Training Complex without floating open tenders. It is completely in violation of government standing orders that all works should be duly floated through open tender and that all works in the state of Nagaland should be awarded only to contractors and suppliers’ Identity Card-holders of the NCSU.
