
Dimapur, September 1 (MExN): The Naga Mothers Association (NMA) has reiterated its demand to the chief minister of Nagaland to terminate all teachers found with bogus and forged appointment orders, forged signatures of authorities, fake educational certificates, and “bogus absentee teachers”. Strongly assuring that it would not compromise on this scam, the NMA has also questioned the Education Minister, involvement of underground cadre in the ‘bogus teachers’ scam and had demanded from the State appropriate action.
The NMA reiterated its demand to the chief minister in a representation here. The organization expressed deep concern at the ongoing scam in the department of education and the inordinate delay in action on the very serious irregularities. The NMA along with its education committee has deliberated on the issue and resolved on a number of points for government action, the NMA said.
The representation was appended by NMA president Abeiu Meru and convener of the NMA’s education committee Rosemary Dzuvichu.
The NMA has also questioned the credibility of the Minister School Education ‘for the lack of initiative and inability to promptly address the serious anomalies detected in the concerned department.’ The delay in action has also led to the loss of credibility of the department, the NMA reminded the government.
The NMA has further resolved to meet the top leaders of various groups of the Naga underground workers whose cadres have been identified by bogus teachers in the SIT report as being involved in such questionable activities and seek for immediate action against their cadres involved in destroying the future of Naga students.
The organization has demanded that the government terminate all teachers found guilty with “verified bogus /forged appointment orders, forged signatures of authorities, forged signatures as confirmed by QDEB experts, confirmed fake educational certificates, and verified bogus absentee teachers, as per the SIT Final report/SVC and the DVC reports respectively.”
Likewise, all directorate and secretariat officials of the department of Education, who have been identified and indicted by the SIT Final Report, must be penalized and immediate action be taken as per the law, for their involvement in wrongful projection and falsification of post vacancies resulting in excess appointment of teachers, destruction of important official files and records, rampant issuance of approval orders and inflated projection of post vacancies.
“Appropriate action be taken on all DIS/DEOs of various districts who have been identified by the said report for dereliction of duty .The identified officers have allowed bogus teachers with fake certificates, against fake post creations, bogus appointment orders, forged signatures, bogus transfer orders, to join their establishments. The total salaries drawn by bogus absentee teachers under their establishments has been estimated at Rs.60,81,74,831/-as per the SIT final report, which is a huge financial loss due to illegal payments,” the NMA stated in its representation.
Further, the NMA demanded appropriate action against all persons who are not government employees and have been indicted in the course of investigation by the Special Investigation Team of the Vigilance Commission.
The NMA then demanded that the sanctioned posts of 2606 temporary posts of teachers created under SSA and 482 temporary posts of various categories under the department of School Education, RMSA (Govt. notification DSE/RS/2011 dated 15th June, 2011 and DSE/RS/2011 dated 15th June, 2011) be immediately advertised in strict adherence to government rules of recruitment, in the interest of qualified teacher candidates and welfare of students.
“Further, the NMA is of the opinion that genuine, qualified and verified serving teachers must be given due consideration by the State Government and retained. Early decision must also be taken on the 514 pending cases which have more genuine and legitimate grounds,” the representation stated.
The state government must take into cognizance the final report of the SVC and the DVC on the same issue and strictly adhere to the recommendations of the said committees on termination/ retention and regularization of teachers under various categories, the organization said.
The NMA reminded that the serious irregularities were due to “lapses of the department that has not been functioning as per official procedures and rules.”
The NMA reiterated that there can be no compromise on such serious criminal activities within the structure of education “which is the basis of the future of our children and firmly believe that unless action is taken against such anomalies/criminal activities, the future of the education system and our children is doomed.”
