Mokokchung, July 13 (MExN): The Nagaland University is in the news again, not surprisingly, for the wrong reasons again. The Nagaland University Non-Teaching Staff Association (NUNTSA) today opposing the return of former “tainted” University Registrar Dr PH Naik who is reported to be returning to Nagaland University after reportedly “withdrawing” his resignation letter and joining back the University. The former NU Registrar Dr PH Naik relinquished his post on December 14, 2010 after writing a letter to the Secretary of Ministry of Human Resource Development (MHRD) dated November 19, 2010.
The NUNTSA in a press release appended by its president Imchawapang Aonok, vice president Akiya Assumi and general secretary Mhonbemo Lotha while informing about the reported return of Dr PH Naik said that the Association in a General Body meeting on July 13, 2011 unanimously resolved to oppose the return of Dr PH Naik to Nagaland University.
Saying that Dr PH Naik has resigned from his post after “citing unfavorable and compelling circumstances”, the release said that Dr PH Naik’s resignation letter, “contained very serious and false allegations against various groups of people of the state of Nagaland, including the Underground groups, Villagers (Lumami), Students, Teachers and Non-Teaching staff of the University and the Northeast region in general”.
“While citing the reasons of his resignation Dr Naik has raised several objectionable and communally harmful issues,” the release stated while terming Dr PH Naik as “tainted former Registrar”.
In this regard, The NUNTSA strongly condemned the action of the tainted former Registrar for projecting the State of Nagaland and its people in such a negative way, and at the same time, requested ‘the people to be aware of such imposter who comes to destroy and not to serve the University’.
“The Association would also take up the matter with the concerned authority like MHRD, UGC, etc to take appropriate action against Dr Naik for creating communal discord by stating ‘local and non-local factors’ and for tarnishing the image of the State and the North-East region as a whole,” the release stated.
Interestingly, the NUNTSA disclosed that Dr Naik left Nagaland University before a decision was taken about the status of his resignation and joined Babasaheb Bhimrao Ambedkar University, Lucknow as Registrar.
“After a gap of about eight months, Dr Naik is now reported to have returned to Nagaland and has written a letter to the Vice-Chancellor, Nagaland University, informing that he is withdrawing his resignation letter and joining back as Registrar of Nagaland University,” the release stated.
Therefore, the General Body of NUNTSA has unanimously resolved to oppose the return of Dr PH Naik to Nagaland University, particularly in view of the insulting report he has submitted to the Ministry of HRD about the people and the region, the release stated.

The NUNTSA today supplied the resignation letter of Dr PH Naik to the Secretary MHRD dated 19.11.2010.

• “Under the prevailing circumstances at NU Lumami campus after shifting university headquarters from Kohima to Lumami, it is becoming increasingly life threat from the Underground Groups and Villagers”.
• “The Underground people come and demand for tax payment to their government, the amount to be deducted from the salary of the employees, contractors bills, suppliers bills etc and pay their governments. If their demand is not achieved they threat in many ways. They do not hesitate for human killing. In the past one Dean and one Asst. Engineer, of NU, were killed”.
• “Villagers come and demand for employment to their near and dear, or regularization of family wages staff, payment of more wages to the contract staff who are their near and dear otherwise they threaten with dire consequences, and create troubles and unrest, including physical manhandling”.
• “Students unnecessarily interfere in the administration and put several demands such as sanction funds for their luxury purpose.. .
...and several facilities which are not permissible from the budgetary sources, otherwise start agitation, dharnas and blame the Registrar and threaten in many ways including physical manhandling. On several occasion they directly entered in Registrar’s chamber, in groups, comprising in hundreds and threaten including manhandling and create unbearable situation, do not allow to function and perform official duties”.
• “Teachers come and threaten the Registrar in many ways and interfere unnecessarily in the administration and do not allow the Registrar to work gracefully”.
• “There is greater non-cooperation from non-teaching staff, due to local and non-local factors”.
• “Registrar becomes the main target group and victims in the North Eastern Region [NER] in many ways: money is demanded underground government taxes, issue to civil works of construction works, materials supply orders without following the tender procedures”.
• “I am paid only Rs 32,000 as my salary by the University and rest of the amount is illegally deducted from [my gross salary is Rs 1.05 lakhs] under the instruction of VC, without assigning any reasons there to. I have submitted several representations to the VC in this regard but no action is taken, to harass me. I am also eligible for Double HRA and Special [Duty] Allowance as per Govt. of India rules applicable in NER. This is also not paid to me despite my several representations to VC. Thus I am harassed and exploited”.
• “These are only few problems I am expressing to you for your kind information.”
• “Hence I have resigned from the post of Registrar of Nagaland University and requested the VC to relieve me w.e.f 17-11-10 but I am not relieved which is also another kind of harassment and victimization and exploitation”.
