The Nagaland University Teachers’ Association, Kohima (NUTAK) is to bring to your notice the following irregularities committed repeatedly over the years by Dr. N.D.R. Chandra, Dean and Campus In-charge, Nagaland University, Kohima Campus, Meriema.
A scam of massive proportions involves concealing applications for teaching posts of the Department that were advertised in 2009 by the University. These applications were sent to the department for screening but are hidden by Dr. Chandra. He denies receiving them but the letter no. NU/ESTT/G-34/2007/46 dated 5th April 2011 of the Deputy Registrar (Estt) proves otherwise. He also informed a colleague at one point of time that the applications were at his residence. This is an attempt to victimize eligible candidates.
There is a case of molestation against Dr. N.D.R. Chandra when he conducted a Refresher Course for college teachers in 1999. An investigation conducted had indicted him but the reports suddenly went missing and the case is in cold storage till date.
His application for Professorship in 2002 was rejected by the Screening Committee on grounds of poor qualification. However, through illegal maneuvers he was appointed Professor.
The first issue of the Journal of Literature, Culture and Media Studies was brought out in June 2009 where Dr. N.K. Prasad and Dr. John Wesly have been included in the list of Associate/Resident Editors. These two persons who were PhD scholars of Dr. Chandra were not yet awarded doctorates as their theses were still lying unevaluated with the Examination Section at that period of time. Moreover, the Panel of Examiners of these two persons’ theses was yet to be approved by the Academic Council.
Dr. N. Das, Assistant Professor, Department of English, Nagaland University authored a book ‘Ecology Myth and Mystery in the Poetry from the North East’. Dr. Chandra insisted his name be included as co-author to which Dr. Das had to agree, under compulsion. This book was accepted for publication by an agreement with Sarup & Sons, New Delhi. However, the published book had Dr. N.D.R. Chandra’s name as first author. This matter was brought up with Mr. P.K. Sharma, Managing Director of Sarup & Sons, who was unaware of how this happened but accepted that it was the handiwork of Dr. Chandra. On inquiry for the first royalty for the book, Dr. N. Das was informed that Dr. Chandra had drawn the royalty as well, as the Publishers were under the assumption that Dr. Chandra drew the same with knowledge of Dr. N. Das. As if plagiarism was not enough, he even had to pocket the royalty that somebody else worked so hard for.
PhD viva voce examinations of Research Scholars are always open to students, other Research Scholars, and Teachers of the concerned department as well as other departments for critical assessment. However, the English Department was never informed of or involved in such viva voce examinations of two of his scholars, the latest held on 7th June 2011 during the PGSU meet at Kohima. These incidents are clear intentions to manipulate results by Dr. Chandra without the presence of other faculty experts and students/Research Scholars of the department.
Dr. Chandra also has a habit of harassing Research Scholars of other Supervisors by ensuring their PhD registrations are kept pending indefinitely. These scholars are also compelled to engage his classes. However, the most unethical practice is that he forces them to evaluate examination scripts of his papers. May the NUTAK remind you, that these are extremely confidential matters and not to be transferred to others, particularly scholars. In the event one cannot evaluate scripts the same must be intimated to the Controller of Examinations in written and scripts surrendered in sealed packets.
For the annual prospectus it is expected that all teachers give their latest qualifications, etc. However, being the Head of the department, Dr. Chandra has a habit of cutting down qualifications of a certain teacher who has more degrees than himself.
Panels of Examiners for various Post Graduate Examinations and External Experts for the boards of the School, Post Graduate Studies, and Under Graduate Studies are nominated by the faculty of the concerned Department. However, in the case of the English Department, Dr. Chandra never calls for faculty meetings but prepares all lists himself. The reason for such subversive activities is to give his friends a chance to visit Nagaland on University expense. The teachers of the department also complain that no faculty meetings are held for academic matters unlike the practice in other departments.
The department has also complained to your office that no Departmental Research Committee meetings are held to discuss M.Phil/PhD synopses, which is mandatory to maintain standards of research in the University. Moreover, being Head, Dr. Chandra has a habit of changing Supervisors of M.Phil Scholars. The panels of examiners for the various theses submitted by the Supervisors are also changed with malafide intention. This causes theses to be sent to Evaluators who have no expertise in that particular field. Hence, evaluation will not be up to the required standards. The intention is to victimize the scholars.
Dr. Chandra has been manipulating and distorting decisions of the Board of Post Graduate Studies and School Board, a matter already put up to you by the Department.
As regards defamation and personal discrimination and harassment of colleagues, the long suffering teachers of the English Department, Nagaland University have already submitted their grievances to your office recently with a demand to remove Dr. Chandra immediately from Headship.
Though the NUTAK and teachers of the department have made representations in all these cases over the past many years we fail to understand why criminal activities are tolerated and such habitual offenders, fraudsters, and plagiarists are given protection in the system.
May the NUTAK remind you that you yourself accused Dr. N.D.R. Chandra in no uncertain terms at your office at Kohima in the presence of a Professor from the Andhra University in 2009 that he cannot even speak or write one sentence correct in English?
The NUTAK therefore requests you to take cognizance of these unethical and illegal practices and demand that appropriate disciplinary action be taken on Dr. N.D.R. Chandra and that he be removed from the sensitive posts of Dean and Campus In-charge with immediate effect.
