‘People should be aware of water scarcity’

Kohima, March 5 (DIPR): Two-day workshop for NER Urban Development Programme (NERUDP) got underway at ‘The Heritage’ Kohima, which will be concluded on March 6. At the inaugural programme on March 5 the Chief Secretary of Nagaland Lalthara IAS said that people should be aware of water scarcity in everywhere, which is also affected by increasing of population and global warming. He called upon the people of the region to harvest rain water so as to solve the water scarcity; he said that by 2015 the NERUDP programme project would provide creations of efficient and financially sustainable water supply and sewerage service providers to the desire people. He also said that people should have consciousness how to recycle of the disposal waste and sanitation for the upliftment of the economy.

The official from the Ministry of Urban Development Government of India spoke on the over view of NERUDP that clean and portable drinking water is for everyone responsibilities, he urged the State official to complete the works in time which was assisted by the Asian Development Bank and the Government of India for more development in the NER.

Secretary of Urban Development Nagaland who gave the opening remarks said that small kind of workshop is to create awareness of the region and effectiveness implementation plans of urban development for today and tomorrow.

Secretary PHE, Zhaleo Rio also spoke on the importance of water and sewerage projects. He said that water is the basic commodity in one’s life. He stated that the State government is implementing water supply and sanitation awareness programme in all the rural areas. He further said that in our State de-forestation is being carried out consciously or unconsciously therefore he informed that government is taking measure to control the forest degrading which effects the global warming and the climate change. He also highlighted all the plans and achievement of the PHE department and said every citizen has a right to portable drinking water and also said the State government wants 100% coverage in all the units of the village.

The launching NERUDP with the assistant of Asian Development Bank is the result of its initiative. Asian Development Bank facilitate an urban sector, road map for infrastructure, investment recruitments in priority, urban service viz water supply, sewerage and sanitation and Solid Waste Management in the NER including Sikkim in 2006 through Project Preparatory Technical Assistance (PPTA) mission. The project components of NERUDP phase-I agreed between ADB and GoI comprises two components namely Urban infrastructure and service improvement; and project management and capacity building of the urban local bodies through institutional and financial reforms.

The total cost of the NERUDP is estimated at Rs. 1371.4 crores spread over three trenches. Trench -1 2009-15 Rs. 205 crores, Trench-2 2010-13 Rs. 543.4 crores and Trench 3 2012-15 Rs. 623 crores. The project is being financed by the Government of India and Asian Development Bank in the proportion of 30:70. Asian Development Bank financing these under its multi- trench financing facility. The money shall be passed on to the State 90% grant and 10% low. On the workshop there were also discussion on the three models:-  Model-I ‘awareness building and sensitisation’, Model-II ‘workshop on implementation plans of project’ and Model-III ‘awareness building and public participation’.

The programme was organised by SIPMIU Kohima, Urban Development department Government of Nagaland under the Ministry of Urban Development Government of India.

In the second session, discussion on design changes in water distribution and its implications on operation and maintenance presented by PHED. Reform programme Asian Bank Development covenants, decisions required by State Government was presented by IDC, discussion on key issues in successful implementation of reforms programme by Additional Director MAC, Urban Development Department and safe guard, community, participations and gender action plan by safe guard expert PMMC MOUD, Government of India official from the Urban department and PHED.
