Kohima | September 15 : Nagaland Legislative Assembly (NLA) speaker Kiyanilie Peseyie today adjourned the 10th session of the 11th NLA sine-die after completing all the assembly business here.
The one day session was marked by obituary reference, questions, laying of reports/papers/rules, presentation of assembly committee reports, government bills and laying of works programme.
Chief Minister Neiphiu Rio and Opposition leader Tokheho made obituary reference to the passing away of Late Dorjee Khandu, former Chief Minister Arunachal Pradesh and the House observed two minute silent prayer in remembrance of the later.
Peseyie said the profound sorrow expressed by Chief Minister and leader of Opposition will be conveyed to the bereaved family members of Late Khandu.
Chief Minister Neiphiu Rio laid works programme for the year 2011-2012 and recast figure of demand wise state plan allocation for the year 2011-12.
Rio also laid annual report 1999-2000 of the Nagaland State Mineral Development Corporation Limited.
Parliamentary secretary for Prisons, Home Guard, Fire & Emergency Services Wochumo Kitha laid rules on Nagaland Jail Service Rules 2010 while Minister for Agriculture Dr. Chumben laid Nagaland Agricultural Services (gazetted and non gazetted) rules 2011.
Minister for power & election Doshehe Y.Sema also laid 4 papers pertaining to Nagaland Electricity Regulatory Commission (NERC) as published in the Nagaland Gazettee.
MLA Dr. Neikiesalie Kire, chairman, Committee on Public Accounts laid 100th report of the committee on public accounts (2011-20120 on the examination of the report of the Comptroller & Auditor General of India for 2001-2002 and relevant appropriation of finance accounts, 101st report of the committee on public accounts (2011-2012) on the report of the Comptroller & Auditor General of India for 2008-2009 and relevant appropriation of finance accounts, 102nd report of the committee on public accounts (2011-2012) on the action taken by the government on the observation/recommendations contained in the 97th report of the public accounts on the examination of C & AG report of India 203-2004 and 103rd report of the committee on public accounts (2011-2012) on the Action taken by the government on the observation/recommendations contained in the 95th report of the public accounts in the C & AG report of India 2005-2006.
Earlier, NLA secretary A.E. Lotha read out the report assent of Governor of Nagaland on various bills like; Nagaland Appropriation (No 1-3) Bill 2011, Nagaland Amusement (Third Amendment) Bill, 2011, Nagaland Co-operative Societies (Amendment Bill, 2011, Nagaland Fiscal Responsibility and Budget Management (Amendment) Bill , 2011, Global Open University, Nagaland (First Amendment) Bill, 2011, Nagaland Municipality Disclosure, 2011, Nagaland Municipalities Community Participation Bill, 2011 and the Amity University Nagaland Bill, 2011.

CM CLARIFIES ON C&AG REPORT
Kohima, September 15 (DIPR): Clarifying on the issue of Comptroller & Auditor General (C&AG) report, the Chief Minister of Nagaland, Neiphiu Rio said that the office of Comptroller & Auditor General office Delhi wrote a letter to the State Government titled “Fraudulent Drawals” on 27th December 2010, the report of which was laid in the House on 28th March 2011.
Public Accounts Committee (PAC) is not an investigating agency but to examine and take corrective measures, Rio said and further informed that it is the duty of the Department/Government in cases of controversial C & AG reports and for which the Government reply was given on 22nd January 2011, explaining the details of expenditure.
The Government submitted the report on 2nd May 2011, and was found that some procedural errors was committed and so it was not a question of undermining the PAC, Rio clarified and informed that it will go through the PAC for examination which would began on 14th November 2011.
Opposition should go through the process and not react by way of walking out, Rio said while terming their walk our as unfortunate.

R&B Minister on details of Dimapur-Niuland road
To a starred query posed by MLA S.I. Jamir at the 10th Session of the 11th NLA on 15th September 2011 with regard to details of Dimapur-Niuland Road, Minister for Roads & Bridges, G. Kaito Aye informed the House that black topping work of Dimapur-Niuland road was done under the Non Lapsable Central Pool of Resources with a work order amount of Rs. 2883.41 lakhs. Till date an amount of Rs. 2277.90 lakhs has been paid to the contractor, Kaito also informed.
Leader of Opposition Tokheho stating that the department receives fund under two proposals namely widening/black topping and Periodical repairs, suggested that funds under Periodical repairs should be used by the department for engaging daily wage labourers in maintaining potholes in the National Highways.

Y. Patton on MI projects
Replying to a starred question raised by MLA, H. Chuba Chang on the floor of the House at the 10th Session of the 11th Nagaland Legislative Assembly on 15th September 2011 with regard to Noksen Chenak and Litem Bhunji Irrigation Projects, Parliamentary Secretary for Irrigation & Flood Control, Y. Patton informed that the total estimated costs of irrigation channel construction involved for the two projects are Rs. 215.05 lakh and Rs. 218.82 lakh respectively.
On the progress of works till date, Patton informed that 100% headwork has been completed for Chenak MI Project while 80% of channel works of the said project has been completed. With regard to Litem Bhunji Project 100% headwork has been completed while 65% of the channel works has been completed.
The total expenditure till date for Noksen Chenak Project is Rs. 166.74 lakh while an amount of Rs. 150.89 lakh has been spent for Litem Bhunji Project, he informed. Patton also informed the House that both the projects are likely to be completed by December 2011.
Khing on Homlo project

Parliamentary secretary for horticulture R. Khing said there is no specific proposal/sanction for Homlo project till date by the department of horticulture during 2011-12.
MLA Lanpha Konyak, who raised the question over the progress of Homlo project on the floor of the House, has repeatedly asked whether sanction will be made for the said project or not.
Earlier, on being asked the actual progress of the said project at Hongphoi village under Mon district, Khing said that there is no departmental project by the name of Homlo project. However, there is a departmental farm at Homlo covering an area of 50 acres which was established during 1977-78.
Khing said till date there is no any departmental contract work, “so the question of engaging a contractor does not arise.” He also stated that since no departmental work was carried out, so there was no payment made to any contractor against the project.
