State Govt constitutes 7-member Job Reservation Commission

Against the backdrop of the demand by the Committee on Review of Reservation Policy (CoRRP) by the five tribes of Angami, Ao, Lotha, Sümi and Rengma, the Nagaland Cabinet has approved the constitution of a ‘Reservation Review Commission’ to examine the State’s nearly five-decade-old reservation policy.

Addressing the media after a Cabinet meeting on August 6, Government spokesperson and Power Minister KG Kenye informed that the Commission will be chaired by a senior, high-ranking former Nagaland government official.

The Government will be represented by Administrative Heads of the Departments of Personnel & Administrative Reforms (P&AR) and Justice & Law, as well as the Home Commissioner, while there will be one representative each from the Eastern Nagaland People’s Organisation (ENPO), Central Nagaland Tribes Council (CNTC), and Tenyimia Union Nagaland (TUN).

Meanwhile, Kenye stated that the five protesting tribes hold around 64% of government jobs, while the ten recognised backward tribes account for about 34%.

He maintained that significant disparities remain between population and employment ratios, adding that both major and minor aspects will be re-examined for rectification.

Taking into account the various statements, counter-statements, and conflicting opinions, Kenye said the Commission will be given a six-month term from the date of the order, with a provision for extension.

The Commission will review the effectiveness of the policy, identify gaps, and submit its report, he informed.

The Cabinet, he added, has outlined and approved the terms of reference for the Commission, and all related matters, including suggestions for rectifying the governing rules of the reservation policy, will be forwarded to the Commission once it is constituted.

When asked, Kenye said the findings are expected to align with the upcoming national census and caste census slated to begin in January 2026, adding, “As a state of the Indian Union, we will have to walk in tandem with the Central policy.”

A DIPR release later in the evening informed that the 7-member Job Reservation Commission will be headed by a retired senior IAS officer from the Nagaland cadre, known for integrity and administrative experience.

Meanwhile, the ENPO, CNTC, and TUN have been requested to nominate credible and qualified individuals to represent their respective communities as Members of the Commission, it said.

The nominations are to be communicated to the Government at the earliest for necessary action, it added.
