Nagaland Deputy Chief Minister (Home & Border Affairs) Y Patton today informed that the state government has set up a High Powered Committee (HPC) to look into the restructuring and re-organization of Nagaland Police.
It was felt that the State Police has grown in numbers but there is an urgent need to make it more efficient on functional and operational lines so that it can effectively deal with current problems as well as for the future, Patton said while addressing a press conference at PHQ Kohima.
He said that Nagaland Police is predominantly armed police centric with the NAP-IR Battalions and armed branch comprising almost 75%.
This may have been a requirement in the past but with changing times, we need to re-orient and re-focus on the investigation and related functions like forensic and prosecution etc. Our manpower and resource allocations are skewed towards armed police duties and not towards investigation and law enforcement, Patton said.
In the past, he said, numerous posts and branches have been created without proper allocation of commensurate resources and often such posts and the officers assigned have remained virtually non-functional. Hence, there is a pressing need to rectify such situations so that the faith and trust of the public and society can be established and enhanced.
Modern policing is more about establishing the supremacy of the law through investigation and law enforcement rather than by brute force, he said adding that criminals should know that they would be brought to book and for that the Nagaland Police needs to be ready and prepared, the Deputy Chief Minister said.
The Committee will also recommend what are the gaps in resources so that we can make up the deficit. The Committee will look into all aspects of policing through this exercise, he said.
Patton invited workable and genuine suggestions from the pubic so that together we can improve the department, the law and order in the state and create an environment for better development and economic activity for everyone.

Govt issues notification
The notification, pertaining to HPC, made available at the press conference stated that Nagaland’s Governor was pleased to set up a High Powered Committee to review the existing structure and functioning of the Police department in totality and suggest reorganization on the larger the larger public interest and better security, law and order in the state.
The Committee is headed by Rupin Sharma, IPS, DGP Nagaland as chairman. The members included; Renchamo P Kikon, IPS, ADCP (Admn), S.R Saravanan, IPS, Special Secretary (Home), Sandeep M Tamgadge, IPS, ADGP (L&O), Liremo Tsopoe, IPS, IGP, NAP (Range), Jasbir Singh, IPS, IGP (Trg & Bdr), Martin Pienyu, IPS, IGP (INT), Limasunep Jamir, IPS, IGP (Range) and Rothihu Tetseo, IPS, DIGP (Range) Kohima.
Terms of reference for the Committee includes; restructuring and reorganization, recruitment and training of Nagaland Police to improve functional efficiency and effectiveness, proposed allocation/re-allocation of manpower at various levels in Nagaland Police, proposed allocation/re-allocation of resources/logistics at various levels, proposed allocation/redistribution of posts in geographical basis in Nagaland Police, to improve co-ordination of Nagaland Police with other Central and State law enforcement and security agencies towards national objectives, examine, analyze and recommend areas of reducing/economizing costs and examine best practices of policing in the rest of the country that can be adopted/applied in its situation in Nagaland with those modifications.
The Committee can co-opt other members for assisting it as deemed fit and will endeavour to submit a report in 60 days of the date of issue of this Notification, according to a notification issued on April 27, 2023 by Chief Secretary J Alam.
