Kohima, March 7 (DIPR): Extending the more development in Agri & Allied sectors and rural development the State government signed a Memorandum of Understanding (MoU) with the NABARD Consultancy Services Pvt. Ltd. (NABACONS) at the Hotel Japfu Kohima on March 6.
In presence of the CEO M.K. Mudgal and the Principal Consultant & OIC Dr. V.S. Saha, Additional Chief Secretary & Development Commissioner, Alemtemshi Jamir IAS signed the MoU on behalf of the Government of Nagaland where 55 State projects is to be started by March 2012. Earlier, addressing the gathering of several department officials, Alemtemshi said that the third party is the part of reconstructing while dwelling on the importance of monitoring and evaluation. He urged the officials to focus on how the financial institution of India is borrowing loans for the reconstruction of projects where he felt that it is necessary for the people to understand the rapid growth of economy. Pointing out that the last years SPA was 650 crores, he said that there is a huge task ahead and observed that it will effect the subsequent allocation. Jamir also apprised that with an advent of the satellite, GIS and other technology, officers should be serious while executing their works. He also said the Nagaland will be the first State in the country to have UAV (Unamed Arial Vehicle) owing to success of the GIS in the State. The Science and Technology department has expressed willingness to partner with them, he informed.
Alemtemshi further said without monitoring and evaluation, the projects are not complete and asserted that these should be looked into as essential part of development process, adding that in the 21st century, most of the programme and projects are managed by the Consultancy to bring certain changes in development projects.
Additional Chief Secretary and Nagaland Commissioner, Banuo Z. Jamir who also spoke in the meeting asked the Agri & Allied and other departments to expedite their work in time and also requested Rural Development Department to educate the people on implementing of the projects. CEO, M.K. Mudgal in his presentation identified agri marketing, agri warehouse, agri cold storage, cold chain etc as the potential key areas in Nagaland. He also informed that NABACONS was set up in India-Africa Training Centre in Kenya and has been running for 3 years.
As per the MoU, the Client will provide all support services for the smooth collection of necessary data from the concerned Departments/agencies; Before start of the actual monitoring, the Client would provide complete background information in respect of each identified project in the format (Government Format), status of each project in the form of digital/still photographs from the executing Departments before commencement of works and after its completion and a Bar Chart for each project prepared by the concerned Departments showing break-up of various activities/components. For each project, the Works Department shall split into various activities/components and then prepare a Bar Chart for a meaningful monitoring; The client will provide lists of projects (Department-wise, District-wise) details of multiple locational projects (viz, district, activity, place, physical phasing and financial outlay, etc.), project report, audited report for the completed projects, utilization certificate for completion of project by the Dept., etc. in hard as well as soft form for assessment and report preparation; the Client will provide relevant documents (Detailed proposal, operational plan/action plan document of Department, sanction letter of GoI, if applicable, activities, place, physical phasing and financial outlay, etc) for designing questionnaire/formats and carrying out TPM work; the Client will provide quarterly progress reports of the projects for every quarter well before the actual visits, to include the same in Monitoring Report; the Client will nominate Nodal Officers of concerned Departments at State level and District level assigning specific roles for smooth execution of the contract; the Client will assist in finalization of the methodology so as to identify the projects to be monitored and the Client will provide guidelines to the Departments & concerned staff to provide support/guidance required for the fulfilment of the objectives of the physical monitoring of the projects under Special Plan Assistance for the years 2009-10 and 2010-2011 in the state of Nagaland etc. All the concerned department are to submit the report in time so that the resources could be processed and development work would move forward.
