NLA Speaker nominated to Panel on Uniform Rules of Procedure
Dimapur, February 12 (MExN): A committee of Presiding Officers, tasked with reviewing the powers vested in them under Tenth Schedule of the Constitution and Rules held its two-day meeting at Vidhan Bhavan, Mumbai concluding deliberations on February 10.
Constituted by Lok Sabha Speaker and Chairman of the All India Presiding Officers Conference on January 29, 2020, the panel is examining the constitutional, statutory, and procedural framework governing the Tenth Schedule of the Constitution. The review seeks examine the existing constitutional, statutory and procedural framework, and also the challenges faced in the discharge of such functions, stated an update received here.
The committee is chaired by Maharashtra Legislative Assembly Speaker Rahul Narwekar. Its members include Odisha Speaker Surama Padhy, Karnataka Speaker U.T. Khader Fareed, and Nagaland Speaker Sharingain Longkumer.
All four members attended the Mumbai meeting.
Over the course of the two-day sitting, the panel undertook a comprehensive review made comprehensive review of the constitutional and procedural framework governing disqualification of members on grounds of defection considering various legal aspects and also detailed discussions were held on what instructions should be given to the Presiding Officers across the country regarding the Tenth list. Although no concrete decision has been passed, the committee will present some recommendations in its next meeting scheduled to be held at Bhubaneswar.
The meeting concluded with a reaffirmation of the panel’s commitment to strengthening democratic institutions and ensuring that the exercise of powers under the anti-defection law remains consistent with constitutional principles and public expectations.
In addition to the formation of the above committee, Lok Sabha Speaker has also nominated Sharingain Longkumer, Speaker, Nagaland Legislative Assembly as a Member of the Committee to frame the Uniform Model of Rules of Procedure and Conduct of Business of Legislative Bodies.
