March 9 resolution on ULB seems 'inconclusive' : JCC

Dimapur, March 25 (MExN): The Joint Coordination Committee (JCC) on urban local bodies (ULB) and Nagaland State Government appear to be on a collision course again, with the former stating that the resolution to hold ULB elections adopted on March 9 appears to be “unsatisfactory and inconclusive.”

A meeting of the Joint Coordination Committee (JCC) on March 25 has resolved that the resolution signed on March 9 to conduct ULB election “appears to be unsatisfactory and inconclusive as a consensus opinion of all the Stakeholders were not taken into confidence.”

This was among the three resolutions adopted  at the joint consultative meeting of JCC along with the Apex Tribal Hohos, Civil Societies/Organsations on March 9 to “discuss on the purported resolution” adopted by the Government of Nagaland on March 9,  informed a press release from the Committee.

A total of 16 organisations participated in the meeting and after taking the opinion of the constituent units of the JCC, adopted three resolutions, it informed, without elaborating further on the details of the attendees.

Accordingly, a unanimous decision was taken to submit a memorandum to the Government of Nagaland “to re-consider the resolution dated 09-03-2022 in consultation with the Tribal Apex bodies in order to arrive at an acceptable and logical conclusion,” the JCC stated. 

Further, the meeting reiterated a resolution passed by all Tribal Apex Bodies on February 7, 2017, endorsing the JCC/Nagaland Tribes Action Committee (NTAC) to spearhead the “people's movement on the ULB till the legitimate demands of the Naga people are fulfilled,” it said. 

To this end, it decided to re-structure JCC officials with inclusion of President/Secretary of the Tribal Apex organizations as Co-Conveners.

The JCC also affirmed to pursue and urged the Government of Nagaland to declare the Judicial Inquiry Commission (JIC) Report on the January 31, 2017 firing incident resulting in killing of 2 persons in Dimapur and also the report of the 2017 Cabinet Sub-Committee constituted to review/amend the Nagaland Municipal Act, 2001.

The JCC resolutions came against the backdrop of a consultative meeting of ‘all stakeholders’ organised by the Nagaland State Government March 9 “unanimously” passing a resolution stating that the elections to ULB "should be conducted as per the 74th Amendment Act of the Constitution of India.”
