
Community Information Centres (CIC) were setup in all the 52 (fifty two) RD Blocks in Nagaland in the year 2002. Since its inception, the CICs have been of great help not only to the local public/community but also to different Government functionaries especially in the information dissemination.
In the fourth year of their operation, it has become critical to devise a methodology to make the CICs self-sustaining. Once the project is handed over to the State Government, the revenue generated by the CICs, i.e. by charging for services rendered, would be required to cover day to day expenses like cost of computer consumables, electricity charges etc. In addition to that, salaries of Operators, site maintenance, AMCc for equipments etc. will also fall in the ambit of the State Government to cater for in the terms of funds. It is therefore, proposed to introduce services at CICs that will attract significantly more revenue which is cost-effective, fast and reliable in comparison with the traditional or existing system of service delivery.
Government Notifications issued at all levels by different departments in the State are required to reach Government officials and public in State, District and Block levels. These notifications often reach the desired officials after inordinate delay or do not reach at all. It is therefore proposed to post all Government Notifications of interest to the officials and general public to one website. This site will be managed by NIC and requisite staff at all levels of Government will be trained to upload these Notifications to the website as soon as they are issued. At the Block level, Government officials and the public can then access the website by visiting CIC in the vicinity. The use of CIC internet facility for accessing of these notifications would be charged as per the nominal rate fixed by the State Government. This revenue will prove valuable to the CICs and contribute in ensuring their self-sustenance.
It may be mentioned that while having a meeting with the officials of IPR Directorate on 10/04/2006 for submission of Government Notifications to NIC for uploading in the CIC website, the Department has expressed regret since none of the State Government Departments submit such official notification to IPR Department despite repeated reminders. The IPR Department has therefore advised NIC to take up this matter with the respective HoDs.
The State Informatics Officer, Kezungulo Medikhru has therefore requested the Chief Secretary to direct all the Departments in the State to submit Government Notifications to NIC for uploading in the common CIC website for the Government officials and public stationed at the State, Districts and Block levels.
