The "Nagaland Communitisation of Public Services and Institutions" Act of 2002 covers elementary education. Under it Village Education Committee is set up which manages elementary education within its jurisdiction. It has the administrative power to enforce 'No Work, No Pay' to errant teachers besides other administrative, academic and financial powers. How effective are the VECs? Should they shoulder equal responsibility for the dismal performance of Govt. Schools? How successful is Communitisation in Nagaland? This question needs to be asked. Also if the media can investigate it, a beneficial service will be done.
