Wokha, September 1 (DIPR): A one day training on capacity building on rural development programme for village functionaries under Wokha district was held on August 30 at DBHSS Youth Centre organized by DRDA Wokha where Rovilatuo Mor, DC Wokha graced the programme as the chief guest.
Speaking during the function, Mor lauded the department for organizing such programmes and bringing the village functionaries together to sensitize the newly elected village council members. As all development and planning process in the village are being authorized to the village functionaries, he urged them to work with transparency for the benefit of the village. He also said village council should act as a guardian and supervising and monitoring the working system of all the various Sub-Committees constituted in village so that development prevails.
The DC further appealed to the newly elected VCC members to start with a new beginning and work with honesty to bring about progress. The chief guest also released a pamphlet on Mahatma Gandhi National Rural Employment Guarantee Act titled “Engao Osi Janlamo” (Frequently asked question) in Kyong/Lotha dialect translated by Yihamo Patton Ombudsman (MGNREGS).
Short speeches were also delivered by ADC (HQ) Anthony Ngullie, Chairman Kyong Hoho Yansathung Jami, Ombudsman (MGNREGA) Wokha Yihamo Patton. Project Director & DCP DRDA, Hilo Semp presented a power point presentation on village empowerment Laws/Guidelines on various RD related programmes.
Later, an interactive session was held with the participants and officials, focusing mainly on the issues and problems in implementation of RD programmes.
During the meeting, the Village Council Chairman, VDB secretaries and women representatives unanimously adopted the following resolution: resolved to express its appreciation and thanks to the DRDA and District Administration for arranging the sensitization and capacity building training for the village functionaries at the right time, when constitution of the new village council has been completed recently; resolved and re-iterated to maintain transparency and accountability in all aspects of VDB functioning; resolved and reaffirmed that all VDB resolution shall be adopted through proper meeting as per the provision of the VDB Model Rules 1980 (Revised); resolved that all public grievances, queries and complains regarding VDB’s functioning and activities raised by any bona fide citizens of the village shall be addressed by the concerned VDB and Village Council; resolved that any allegations propagated at different levels so also reflected in VDB expenditure or cash book if found or proven to be false allegation, the same shall be dealt with, within the appropriate provision of laws; resolved that all the concern BDO’s and staff of every Block should be in the station for smooth functioning and convenience of the villagers; and resolved that no RTI applicant should interfere without proper reason and the same should be dealt from the concern Village if complain arises.
The function was chaired by PO (MGNREGA) DRDA Wokha CI Meren while vote of thanks was proposed by DPO DRDA Wokha Nchumthung.
