Committee on Environment and Climate Change (CoECC) chairman Achumbemo Kikon, MLA, presented a copy of “The Internal Working Rules of the Committee on Environment and Climate Change” at the 7th session of the 14th Nagaland Legislative Assembly on September 2 in Kohima.
The function of the CoECC is to study to study the climate and environmental problems within the State and to recommend remedial measures, to examine the nature, degree and extent of the climate and environmental imbalances caused by different kinds of pollution in the State like Water Pollution, Air Pollution, Noise Pollution and the like, the results of such pollution and to suggest remedial measures for the prevention and control, to examine the working and activities of such line Departments/Board or the industrial establishments situated in the state in relation to environment, to review the implementation of the plans and programmes (both Central and State) relating to maintenance of climate and environment balance as regards the State.
The Committee is also to report what economies, improvements in organisation, efficiency or administrative reform consistent with the policy approved by State Legislature may be effected, to examine the annual reports of the Department/ Board relating to the State as respects to climate and environment change with a view to find out whether the expenditure incurred was commensurate with the results achieved, to report to the Assembly on the action taken by the State Government on different measures suggested by the Committee, to involve any or all line Departments in connection to the subject matter brought up by the Committee, push for stricter pollution control measure, conduct awareness program, monitor government or institutional commitments on environmental goals, recommend policy reforms and actions, ensuring tribal & rural community rights on environmental policies which can impact tribal communities and rural populations dependent on forests and rivers.
“A Committee on Environment and Climate Change in our state is essential due to the increasing environmental challenges affecting livelihoods, economics and public health,” stated NLA Khruohituonuo Rio, Secretary-in-Charge, NLA Secretariat.
In Preface, she stated that the Committee will have an integral role to play in advancing parliamentary efforts to confront the climate crisis in particular.
