ANATG 2015 questions government’s repeated demands for documents

Decides to continue indefinite protest

The All Nagaland Adhoc Teachers’ Group (ANATG) 2015 Batch has decided to continue its democratic protest indefinitely, with the possibility of further intensification, following a general meeting held at NSF Solidarity Park, Kohima on February 18.

The meeting was convened to discuss and deliberate on recent developments, particularly in the aftermath of the meeting called by the State Government at the Directorate of School Education on February 17. District-wise discussions were held, after which the Core Committee conducted polling of views and opinions. 

On the issue of incomplete documents as stated by the Government, the Media Cell ANATG stated that since 2024 they have been submitting all required documents as directed by the Government and the Department for service regularisation. 

Referring to various directives and notifications, the members observed that this is the third instance where some teachers have been asked to submit the same set of documents. The most recent notification was issued on February 16, 2026. “ANATG cannot help but wonder about the status of documents that were submitted twice in the past,” it stated.

It group noted that certain documents, such as sanctioned post order numbers, appointment orders, and release orders of previous incumbents, are ‘mostly’ untraceable. The members pointed out that the Department, being the employing authority, had ‘checked and verified’ these documents at the time of their appointment. 

As the custodian of official records, the members said that it has tried to trace these documents; however, they were informed that many records were destroyed during the ULB Election protest when the Education Office was burnt down. “ANATG members feel that we are asked to provide and submit documents which some may never be able to produce,” it was stated. 

Referring to the certification issued by the Principal Director, Department of School Education, on June 27, 2025, which stated, “the Department has verified and ensured that the details of all contract and ad hoc employees appointed prior to June 6, 2016, and against sanctioned posts have been submitted,” the ANATG sought clarity on the validity and credibility of this certification in light of the present demands for repeated document submission

Also on APAR requirement in reference the recent circular on February 12, 2026 which instructed the submission of three additional certificates, the members raising serious concern stated that APARs are being maintained by the respective DEOs/SDEOs for regular employees. To this end, it stated, “As such, the members have never been bothered for the maintenance and keeping of the APAR records.”

The Media Cell ANATG also pointed that till date the Department of School Education has issued eight circulars for document submission, all of which have been duly complied by submitting all ‘valid and available’ service documents. 

Despite this, repeated circulars continue to be issued, with some of the same members repeatedly listed, ANATG viewed this as a ‘habitual tactic’ to delay the regularisation process. They further alleged that the files submitted by ANATG are being ‘mismanaged and mishandled’ by the staff concerned in the Department.

In view of these facts and supporting records, the general body, it stated has unanimously resolved to continue the democratic protest indefinitely until their demands are fulfilled, with possibilities of intensification as may be decided by the members.

Meanwhile, the Department of School Education stated that while it is committed to resolving the concerns of the agitating teachers, the regularisation process cannot be expedited due to the required procedural formalities under the state’s one-time regularisation policy, PTI report said. 

The department has emphasised in its statement that the process involves detailed document verification, confirmation of eligibility, and compliance with Government guidelines applicable to all eligible adhoc/contract employees in the state.

Noting that while the ANATG has raised several demands, including immediate regularisation and exemption from suitability tests, it said the process must adhere to the prescribed steps for fairness and consistency.

The department assured the teachers that the government is committed to addressing the issue, but stressed the need for adherence to formalities before a final decision can be made.
