The Nagaland Appropriation (No.2) Bill 2012 has been passed on the floor of the House today. The Bill was moved by Chief Minister Neiphiu Rio.
Mentionably, the Nagaland Appropriation (No.1) Bill 2012 was also passed by the House Friday last. Discussion and voting on the supplementary demands for grants for the year 2011-12 also figured in the list of Saturday’s business of the budget session.
Chief minister Neiphiu Rio tabled a copy of the 45th annual report (April 1, 2010 to March 31, 2011) of the Nagaland Public Service Commission while parliamentary secretary for irrigation and flood control, geology & mining and border affairs Yanthungo Patton tabled copy of the annual progress report (2011-12) of the Nagaland State Mineral Development Corporation Limited.
The session also witnessed laying of the respective departments annual administrative report for the year 2011-2012 by minister road & bridges G. Kaito Aye, minister for land resources development, soil and water conservation P. Longon, minister for excise, forest, environment, ecology and wildlife M.C Konyak, minister for urban development and higher education Dr. Shurhozelie, minister fir election & power Doshehe Y. Sema, parliamentary secretary for mechanical engineering, transport & communication P. Dako Phom and parliamentary secretary for housing, labour and employment Er. Saku Aier.
Likimro Hydro project supplying 8 MW of power
Minister for power Doshehe Y. Sema today stated that the Likimro Hydro project is running and supplying 8MW of power. He was replying this to opposition leader Tokheho Yepthomi in the floor of the House today.
The minister also replied the later in starred question that Likimro Hydro Project was handed over to M/S NEC Energy Pvt. Ltd Gurgaon in June 2006 and since then the total amount paid against power generated is Rs. 62.16 crore till January 2012. He said the plant was under shut down prior to handing over the plant. The minister furnished year wise payment made to the firm as follows; 2006-07-Rs. 6.02 crore, 2007-08- Rs. 12.63 crore, 2008-09- Rs. 11.28 crore, 2009-10- Rs. 10.28 crore, 2010-11- Rs. 10.38 crore and 2011-12 (upto January ) – Rs. 11.57 crore.
On being asked about the mode of making payment, the minister said payment is made through Letter of Credit system in favour of M/S NE Energy Pvt. Ltd, Gurgaon.
Rs. 3983.00 lakhs payment due to contractors till Dec 2011
Minister for roads & bridges G. Kaito Aye today said the amount of payment due to contractors and suppliers by the road and bridges department till December 31, 2011 stands at approximately Rs. 3983.00 lakhs.
Replying to this to Congress MLA H. Chuba Chang on the floor of the House, the minister said that approximately Rs. 466.96 lakhs is due under the districts of Mon, Longleng, Tuensang and Kiphire. Asked when the dues are likely to be cleared, Aye replied that payments would be made subject to scrutiny of pending bills and availability of resources.
Minister for health & family welfare Kuzholuzo (Azo) Nienu said the department has no immediate plan to upgrade the Mopungchuket Village Sub Centre at present. Replying to MLA Nungsangyapang, the minister said as per the population norms of Government of India (i.e. 20,000 populations per PHC) state has already sufficient PHC. After minister’s reply, Nungsangyapang told the House not to go according to the norms but to attend the suffering and problem of the people.
Replying to Congress Joshua Sumi, parliamentary secretary for housing Er Saku Aier said Rs.1070.00 lakhs was the total estimate cost of construction of Raj Bhavan.
TR Zeliang moves Government Bill
Minister for planning & coordination, parliamentary affairs, evaluation, veterinary and animal husbandry T.R. Zeliang on Friday moved a government bill on the floor of the House to introduce the Nagaland salaries, allowances and other facilities of the chief minister, other ministers, speaker, leader of opposition, deputy speaker, parliamentary secretaries and other members of Nagaland Legislative Assembly and pension for ex-members (Second Amendment) Bill 2012.
NLA speaker Kiyanilie Peseyie said that the consideration and passing of the said Bill will be taken up on March 20 and amendment if any is opened till 12:00 noon on March 19.
Earlier, MLA Joshua Sumi, chairman of the committee on Government Assurance (2011-2012) presented seventy-sixth Report of Committee on Government Assurances (Ist & 2nd session of the 11th NLA and seventy –seventh report of committee on government assurances (3rd & 4th session of the 11th NLA.
MLA K.L. Chishi, chairman of the Committee on Subordinate Legislation (2011-2012) also on Friday tabled a copy of the Thirty Second Report on Action Taken by the government on the 25th Report on the Nagaland Excise Service (Revised) Rules, 1999.
Dialogue on ENPO issue continues
Kohima, March 17 (DIPR): Continuing with the deliberation on matter of urgent public importance on Saturday, March 17 at the ongoing 11th session of the Eleventh Nagaland Legislative Assembly, Home Minister Imkong L. Imchen participating in the discussion said that over the years negligence was there intentionally or otherwise and therefore the government had constituted a high level committee to look into the matter that came to a conclusion to recommend an Autonomous Council which was rejected by the ENPO. He therefore called upon all concern to share the blame and ponder upon the issue for a solution.
Parliamentary Secretary Naiba Konyak also said that Christianity and education has brought the Nagas together under one umbrella and cited instances for inseparable reasons as Nagas and sought people involve not to further aggravate the issue. The discussion on matter of urgent importance pertaining to the Demand for Frontier Nagaland by ENPO was also participated by MLA Lanpha, MLA Kongam and MLA S.K. Sangtam.
State Chief Minister & Leader of the House will present the concluding remark on the deliberation that continues on Monday, 19th March 2012 at the ongoing 11th session of Eleventh Nagaland Legislative Assembly.
Rules/annual reports tabled in the house
Kohima, March 17 (DIPR): Ministers and Parliamentary Secretaries tabled in the House, Rules and Annual Administrative Reports of their respective departments on March 17, at the 11th Session of the 11th NLA. Other lists of business included discussion and voting on the supplementary demands for grants for the year 2011-12, introduction, consideration and passing of the Nagaland Appropriation (Nos) Bill 2012. The Members of the House also continued the discussion on matters of urgent public importance pertaining to the demand for Frontier Nagaland by Eastern Nagaland Public Organisation.
