Kohima | November 25: District Education Officer (DEO) Kohima, Rheitoulie Metha graced the inaugural function of the newly upgraded Lower Chandmari Government Primary School to Government Middle school here yesterday.
Metha, who is also the DPC and DMA (SSA), said that 430 Government Primary School (GPS) in the state including 35 from Kohima district has been upgraded during this year.
Many village and ward authorities often approach the department while some never, but the District Mission Authority (SSA) staffs are aware of the status of enrolment and requirement of the schools and put up proposal for upgradation, the DEO said.
He recalled that when he was posted as DIS Kohima, local MLA Dr. Nicky Kire often insist on opening a new GPS at Lower Chandmari during the DPDB meeting and ask the department to conduct necessary survey.
As per the government notification, the WEC have to manage the school until such time the state government is in a position to over, he said. As per rule, upgraded schools has to get three new teachers including teachers for Maths, Science and English but it might take a little time for which the existing staff has to take extra trouble, he reminded.
He also reminded that there are funds provisions under SSA for various work such as rooms extension, toiletry and others which fund is purely sponsored by the union ministry and had to be transparent and accountable.
He however stressed the need for the community to come forward and assist the department in providing quality education. The entire community is responsible for providing quality education he said. Matha also stressed the need for proper co-ordination between the parents and teachers and reminding student spent hardly some four to five hours in the schools while the rest of the time spent at the responsibilities f the parents. When it comes to quality education, the parents, community and the teachers are equally responsible.
With the arrival of Right to Education (RTE), universal and free education has been made compulsory upto the age 14 years for every child. Moreover, there is also provisions for those who have never been enrolled in the school and also home base schooling for the specially able children.
Under the same act, there will also be no detention upto the elementary but, teachers can’t just neglect the performance of the student and simply allow them to be promoted for which both the teachers and parents should be equally responsible, he added.
On the other hand, he reminded that government has been spending so much on providing education in government school such as Mid-day meal to students, free text book, uniform, bags, rain coat, stipends to meritorious students upto class eight, different funding for schools such as construction of boundary fencing, retaining wall toiletry and repairing besides, teachers grant and school grant.
In this regard, the DEO stressed the need for a change in the mindset of the parent and think of how to bring the students to government schools. After all, the syllabus are the same and the teachers are more qualified and trained in Government school except that they may be less sincere due to their job security in comparison with the private institutions he added.
