Cooperation dept underline approach paper for 11th 5 year plan

Kohima, April 9: A realistic perspective on striving towards genuine entrepreneurship of economic activity evolving into a mechanism of resource mobilization, income generation, gainful employment, wealth creation etc. has been accorded a serious though by the state’s department of Cooperation

This was reflected in the department’s approach paper to the 11th Five year Plan 2007-2012.

In broad-based strategies, it said that against the backdrop of the present cooperative scenario which is woefully in a bad shape, a corrective as well as a preventive approach for shaping the Cooperative movement into true cooperative spirit of a people’s movement is being enunciated in the following broad strategies;

The role of the government in ensuring that the benefits of liberalization and globalization in the emerging economic environment are percolated to the cooperatives in the state through suitable fiscal policies to provide support and protection to the cooperative movement through suitably designed investment programmes.

To initiate structural reforms in order to improve the functioning of the cooperatives at the various levels to ensure greater efficiency and viability. These may include steps to devise suitable mechanism for rehabilitation of the sick cooperatives, expedite winding up of defunct societies etc.

To support the cooperative movement to develop human resources, Cooperatives education and training, appropriate technologies and infrastructural facilities so as to promote professional management in cooperatives down to the primary level for their, greater functional and operational efficiency.

Basing on the above strategies the department plans to undertake various programmes, according to the Annual Administrative Report of the department

In primary level cooperative, it said that in pursuance of the recommendations of the Study Committee on NCDC sponsored schemes and approved thereof by the state cabinet (Notified vide state Govt’s OM No COP- 2/348/2000(V) dated 04-11-2000) a Village may have one multipurpose cooperative society only, which should be the Village Development Board, detailed guidelines and suitable amendment to the cooperative societies act shall be brought out for this purpose.

As and when a cooperative society actually functions as an economic nucleins, employment generation would be a natural progressive development. Thus on the concept of one- village one- society, the possible avenue of employment generation shall be promoted.

In other non-village areas, preferable only specific type of Cooperatives shall be encouraged to be registered in a balanced and cautions manner such as policy has already been adopted by the department.

Winding up and liquidation of defunct and no-functioning cooperatives, thus scale down the high number of registered cooperative societies.

Regarding the state level cooperative institutions, it said that in consonance to the guidelines given for classification of expenditure for the 11th Plan, the need to continue use of Plan fund on selective basis for maintenance of existing assets created by the State level Cooperative organizations is being justified on the following grounds; provide policy support through suitable fiscal and other structural reforms by way of upgradation/expansion specially in the a) cooperative credit structure both agricultural and non- agricultural components, (is line with recommendation of the National level Task Force to study cooperative credit system, (b) Handloom sector by building marketing infrastructure in corporating storage, transport etc.
