Kohima, August 16 (DIPR): District Human Development Report (DHDR) is meant for strengthening of State plan for human development and on the basis of human development rankings, the DHDRs of three districts- Kohima, Mon and Phek were covered. This was stated by Additional Chief Secretary & Development Commissioner Nagaland, Alemtemshis Jamir, IAS while briefing media persons in connection with the DHDRs of the three districts, which was released by the Chief Minister of Nagaland, Neiphiu Rio during the Independence Day celebration at Secretariat Plaza Kohima.
Speaking to media persons on the evening of August 15, 2011 at Hotel Japfu Kohima Alemtemshi who is also the Principal Co-ordinator for the project said, that the ultimate purpose of all planning and development process is human development. “If human beings don’t develop there is no reason for all these processes and planning”, he added. He also observed that Human Development Reports looks at the basics of how a person is developed, and towards this, the reports looks at the aspect of empowerment through education. He further viewed that even if a person is educated if he is not healthy, he would not be in a position to pursue his life and thus health becomes the 2nd important aspect. The 3rd aspect looks into the means of livelihood, while empowerment of women is the 4th aspect of human dimension, Alemtemshi maintained.
Jamir said that the DHDR covered three districts namely Kohima, Mon and Phek and based on the success of these documents he was optimistic that other districts would follow, and hopes to write the State Human Development Report in the next phase.
Prof. Manoj Pant, School of International Studies, JNU, New Delhi the lead co-ordinator for the project said that the report was written with a participatory approach involving the NGO sector, bureaucrats and the academia. He viewed that when these 3 wings are involved together it automatically creates ownership. It also creates intermix and interchange between the academia and bureaucrats, he said. He also observed the DHDRs as unique because of the fact that it reflected the views of the stakeholders in separate chapter titled “Voices of the People”.
Additional Chief Secretary & Commissioner, Nagaland, Banuo Z. Jamir the chairperson of Task Force Team on Gender Budgeting Manual said that the Manual was designed to explain the meaning of ‘Gender Budgeting’, so that there is equitable coverage of requirements of both the genders.
Many authors including, Commissioner & Secretary Health & Family Welfare, Menukhol John, Director R.D. Metsubo Jamir, Director Youth Net Hekani, Director, Women Study Centre, NU, Dr. Anungla Aier, Ms. Ella Mary from Youth Action for Resource Development, Joint Director NEPED, Vengota Nakro and many others shared their thoughts at the press conference.
It may be mentioned that the first Human Development Report of Nagaland State was brought out in 2004 and as a follow-up the State signed the tripartite agreement on 2008 to participate in the UNDP-GOI Project, “Strengthening of State Plans, for Human Development”.
