Government the only authority to check ILP

Only the government has the authority to enforce the Inner Line Permit (ILP). According to the Dimapur district administration, village councils or any individual or civil society organisation has no authority to check the ILP— a stay/travel permit for visitors or non-indigenous residents in Nagaland. 

The district administration sat with 31 villages (councils) falling under Dimapur sadar, on September 11, with regard to the implementation of ILP in the district.   

Addressing the media after the meeting, SDO (Civil), Dimapur, Wiridin, said that the village councils were informed of their role and how they are required to assist the government in keeping track of the ILP implementation on the ground. “They were asked to cooperate with the government. They shared their views as well, which were duly noted,” said the SDO (Civil). 

As opposed to taking the role of an enforcement entity, the village councils are required to assist the government by way of maintaining a registry of ILP holders in their respective villages. At the meeting, the official said that they were sensitised on the format to be followed in maintaining the registry.

The registry containing all the requisite details of the ILP holders has to be submitted to the district administration on a regular basis. 
The village councils in turn will be remitted 33 percent of the ILP fee, as per the prevailing government directive.
