DIMAPUR, FEBRUARY 2 (MExN): The Chief Secretary today issued a circular pointing to the poor attendance in government offices and has decided to enforce ‘no work no pay’ against those who fail to report for work. Further with a view to discourage such indiscipline, it has been decided that regular surprise checks will be conducted in the forenoon and afternoon on working days by a team of officers.
The Chief Secretary in his circular observed that the attendance of officers and staff in Civil Secretariat was not satisfactory and that on numerous occasions, the Chief Minister and his Cabinet colleagues had expressed concern and displeasure at the poor attendance and punctuality of the Government employees working in the Secretariat.
The circular stated that ‘No Work No Pay’ principle shall be applied on any Govt. servant found absent without permission from competent authority and the absentee shall lose one day pay for each unauthorized absence. Repeated absenteeism will invite more severe penalty.
All the officers and staff are hereby cautioned to remain in office during office hours on all working days to avoid attracting the penalty as mentioned above, stated the circular from the Chief Secretary.
In addition, all Heads of Departments have been requested to check the attendance of officers and staff working under them and enforce the principle of ‘No Work No Pay’ against anyone who indulges in unauthorized absence from duty.
The circular maintained that such poor attendance and non adherence to the office timings (09:30 AM to 04:00 PM on all working days) mostly arises out of unauthorized absence of many employees. “This cause great inconvenience to the public and brings bad name to the highest office of the State Government. At the same time, it demoralizes the sincere and conscientious officers and staff who are punctual and regular in office attendance”, stated the circular from the Chief Secretary.
