How tech savvy is Nagaland Government?

In June 2017, The Morung Express’ assessment of departmental and other agencies’ websites of Nagaland government pointed to one conclusion:  With few exceptions, most of them seem to be stuck in time – in a glorious inertia, oblivious to changes around them or even in their respective departments.


On June 25, 2018, the Department of Information Technology & Communication, Government of Nagaland also published full page advertisement of with an update on website, social media (Facebook/Twitter) and implementation of Aadhaar based Biometric Attendance System (AEBAS) of different government departments as on June 25, 2018.


With the completion of one year since the pledge, The Morung Express’ visits to some government departments and institutions’ website listed on official state portal https://www.nagaland.gov.in/, point to one conclusion: there is a definite ‘link failure’;’ many websites were revived but slide back.


Here we assess the websites, on the basis of information, currency and seamless linkages to social media platforms and other services.  Some new department or institutions created in last one year were left out. While some departments seem to have active Facebook and Twitter accounts, it was assessed on the basis of linkages to website. 


The website linked to the official twitter account of Chief Minister is “under construction” since March 2018, however, CM Dashboard launched on August 13, 2018 “ensure proper monitoring of all government schemes with transparency and accountability in one single frame” was updated last on March 7. 

 

The Best: 
Chief Electoral Officer: Up-do-date news both on website and social media platforms makes it undoubtedly the best. When The Morung Express last checked on March 7, the website was updated till March 4 and it was linked to Instagram, Youtube, Facebook and Twitter with latest activities.


Department of Power: With facilities for real-time interaction, the website stands out for user interface and other relevant information.  


Department of Taxes: Though not linked to a social media account, the website last updated on March, 4 is packed all the relevant information and link to various services. 


Department of Economics & Statistics: Last updated on March 6, it scores huge on plethora of statistical information. 


Technical Education: A third party assessment shows that the website was last update on March 7. Packed with relevant information for students. Active Twitter account but not linked to website. 


Nagaland Public Service Commission: Bang on relevant information. Active social media account though not linked with website. 


Nagaland Board of School Education: Another government institution which is up-do-date and loaded with relevant information and was last updated on March 4. It seems to have an active Facebook account but it was not linked to website.  


Nagaland Police: While the last updated is Nov 30, 2018 it scores big on information, linkages to other services, and user friendliness. 


Nagaland Pollution Control Board: Another informative and updated website. Its last updated on March 3


Department of Finance: While the latest update date was missing, the documents on 2019-20 budget were available on the website.  


Dimapur Municipal Council: While its website last update is shown as January 28, it is packed with all relevant news update as well as information.

Chief Minister's website: Active on Twitter, website ‘under construction’ since last year. 
Land Records and Survey: Not worth the assessment. 
Urban Development Department: No so urbane or updated. 
Department of Irrigation & Flood Control: ‘Blocked’ since January 18, 2011. 
Forest Department: the website linked with GoN portal is lost in wilderness since 2004.  
New and Renewable Energy: Not working, need renewable. 
Legal Metrology and Consumers Protection: Non-measurable
