The Government of Nagaland is in the process of appointing that the third member of the Nagaland Staff Selection Board and making the Board functional within 2 months, the Gauhati High Court, Kohima Bench was informed on March 21.
According to a Court’s order issued on Monday, the Additional Advocate General (AAG) submitted that as per information received by him, the Government is in the process of appointing the third member and making the Board functional within 2 months.
The AAG also submitted before the Bench comprising of Justice Songkhupchung Serto and Justice Devashis Baruah that two LDAs, one each from Soil & Water Conservation Department and Directorate of Industries of Commerce, have been re-deployed to NSSB on March 9.
At the same time six drivers from the Directorate of Food & Civil Supplies and one Stenographer from the Home Department have also been re-deployed to the board, the AAG added.
Let an affidavit be filed bringing on record all that has been stated or submitted, the Court directed, after considering the submission, further listing the matter again after 2 weeks to enable the AAG to file the affidavit.
The Bench was hearing a public interest litigation (PIL) filed by Joel Naga and Khikhro Kreo who approached the Court seeking for “direction directing the respondents” - the State of Nagaland represented by the Chief Secretary and the Principal Secretary, Department of Personnel And Administrative Reforms – to make the NSSB “functional within a month so that recruitment to all Group-C posts can be conducted by it in a transparent and fair manner.”
Earlier, hearing the matter on February 2, the Bench had directed the AAG of Nagaland “to come with instruction on the next date as to when the Board would be constituted” adding that the Court would be “compelled to issue necessary order or direction for constituting the Board within a specified period of time” if there is no specific instruction.
As directed, on February 16, the AAG placed before the Bench two orders issued by the State Chief Secretary dated February 14 appointing Sedevikho Khro as Chaiman of NSSB and Er Ghukhui Zhimomi as member of the Board.
"Keeping in view the popular demand of the people we direct that the State Government should provide the required infrastructure and the Ministerial Staff at the earliest,” it then directed.
“We make it clear that since the Board has come into existence no appointment should be made in all the posts and services mentioned in the affidavit except through the Board provided in the Regulation,” it further stated.
