Nagaland releases detailed Census 2027 self-enumeration guidelines

Kohima, June 12 (MExN): The Home Department, Government of Nagaland has announced the detailed procedure for Self-Enumeration (SE) under Phase-I of Census 2027, with the online window to remain open from June 16 to 30.

Citizens and government officials have been urged to accurately complete the process within the stipulated 15-day period, ahead of the subsequent House-to-House Houselisting Operations (HLO).

According to the official notification issue through the DIPR, residents can submit household data through the dedicated portal https://se.census.gov.in, a process expected to take approximately 15–20 minutes. Successful submission will generate a unique 11-digit Self-Enumeration ID (SE ID) prefixed with the letter “H”.

The guidelines mandate that users first access the portal, select Nagaland from the dropdown menu, enter a captcha, and register the household using the name of the Head of Household and a mobile number. An optional email address may also be provided for receiving the SE ID.

After selecting a preferred language and verifying the registered mobile number via OTP, users must enter residence details, including district, village/town, locality, and a nearby landmark. The system further requires applicants to pinpoint their exact residential location on a digital map using an interactive marker.

Participants are required to complete the Houselisting and Housing Census questionnaire, with built‑in notes, tooltips, and FAQs available for guidance. The portal allows users to review entries, edit information, and save drafts before final submission.

Upon clicking “Final Submit”, no further edits can be made except by the Enumerator. The generated SE ID will be displayed on‑screen and sent via SMS and email (if provided). Provisions exist for retrieving the SE ID later through the registered mobile number. The last date for submission will be displayed on a marquee on all pages, and the notification warns that if not finally submitted before the state’s closing date, the Self‑Enumeration will be treated as incomplete.

During the Enumerator’s subsequent field visit, households must present their SE ID for validation. If the ID matches the data available on the Enumerator’s device, the self‑enumerated data will be accepted; otherwise, household details will be collected afresh.

The Government has stated that a detailed User Guide and Flow Chart have been enclosed with the notification to facilitate accurate and seamless participation in the Census 2027 Self-Enumeration process.
