PAPO decries unsatisfactory progress of Akhegwo-Avakhung road construction

Phokhungri, February 9 (MExN): The Phokhungri Area Public Organisation (PAPO) has expressed dismay over what it described as the “very slow and unsatisfactory” execution of a stretch of the two-lane road construction from Akhegwo to Avakhung.

Specifically, the organisation alleged that work progress in Package-II is “going at a snail’s pace.”

While the progress of Packages I and III has been “very satisfactory” so far, Package-II, under contractor KKB-Rülho, is lagging behind, it stated. 

The PAPO also asserted that the quality of work in Package-II is “incomparable” to the other two packages.

According to the organisation, in Packages I and III, earth-cutting is almost complete, with simultaneous soil compaction and chip layering done with proper grading, along with black-topping in some portions.

However, in Package-II, large portions of basic earth-cutting remain “untouched,” with no progress towards soil compaction or chip layering, it stated.  

The PAPO further maintained that the road in Package-II is neither levelled nor graded, and no road rollers have been used after earth-cutting, resulting in a bumpy ride, hampering the smooth flow of vehicles and causing inconvenience.

The work should be at its peak during this dry season, but it seems like the contractor is waiting for another monsoon to begin earth-cutting, it alleged.

The organisation also charged the contractor of randomly dumping soil, while loaders placed for clearance at work sites are causing huge inconveniences to commuters.

Besides, it pointed to a lack of cooperation with the public and stated that it was unfortunate the contractor was allotted the project in the first place.

Accordingly, the PAPO urged the contractor not to take things for granted or “test the patience of the public” and to expedite the work immediately, ensuring that quality is not compromised and that execution aligns with the Detailed Project Report (DPR).

The PAPO will not remain a ‘mute spectator ‘ but actively monitor the progress and quality of work to ensure the project's timely completion for the welfare and benefit of the public within its jurisdiction," it added.
