Mon, December 19 (DIPR): Mon District Planning & Development Board Meeting cum Pre Christmas programme was held at the Office Complex of ADC Aboi on December 17. The DPDB meeting was chaired by Deputy Commissioner, Mon Angau I. Thou.
Asserting that education is the foundation of all development, Minister for School Education Nyeiwang Konyak said, the Government has taken many steps to improve the quality of schools but mere passing resolution and Acts in the Assembly would not bring any change unless it is put into practice sincerely by the field staffs to give quality education to students.
The responsibility of providing salary, building, infrastructure, etc lies with the Government while the responsibility of providing quality education to students lies with the teachers and the field staffs, therefore they should know the responsibilities of their assigned duty and discharge it sincerely to provide quality education to the students, he added. Lamenting that field staffs are not verifying the schools properly and at the same time some teachers are not performing their duties sincerely, he said all necessary facilities are provided to the field staffs and the teachers are highly paid for their noble service.
The Director, Higher Secondary School B. Tingshem highlighted the HSLC result of the district from 1997-2011 and urgent needs for improvement of Government Schools. He lamented that Government teachers are engaged in proxy teachers on shared salary basis with the knowledge of VEC/WEC violating the Nagaland Communitization of Elementary Education and Service Rules 2002. It is confirmed that four teachers and two SIS are in Kohima and some of them are the spouses of officers and are attached with VIPs, he added.
Suggesting urgent remedy measures for academic excellence and improvement of Government High Schools by next academic session, he said the menace of proxy teacher should be reported by the VEC/WEC for disciplinary action; to provide special coaching for HSLC/HSSLC candidates and cash award to top meritorious students supported by DPDB. The School academic calendar should be strictly followed by starting the classes with effect from 1st February 2012 and limited the Aoleang festival holiday to only 2 days with the support of the NGOs of the district.
The Director also urged upon the DEO, SDEO and AEO to supervise and carry out inspection with sincerity, and for which he urged the Administrative Officers in the district to monitor the progress of the Schools. If the any School is found neglecting and teachers with substance abuse and alcoholics should be reported to the department for disciplinary action. He requested the DPDB to take collective measures and find solution for improvement of Government Schools in the district and assist the department.
MLA & Advisor DUDA E.E. Pangteang said due to lack of proper inspection, supervision and workmanship, Government Schools are lagging behind private Schools. He urged the departmental officials to conduct regular inspection.
While reviewing the last meeting minutes, the DC urged upon the members to assist all the recognized village under Mon district to convert to model villages beginning with Wangla and said, with the vision of the Elected Members and the efforts of the Government officers in the district, let us fulfill the vision of the Government by covering cent percent CGI Sheet roofing of all village in the district. Emphasizing on quality education at the primary level, she directed the administrative officers and the DPDB members to inspect Schools while visiting any village in the district. Pointing out that Government teachers are well trained and qualified, she said keeping untrained proxy teachers in Government schools is responsible for slow progress in educational institutions in the district.
ADC Aboi informed the house about the problems faced by the students and the teachers of GHS Aboi due to inadequate class rooms. He said all the classes from 6 to 10 have a single class room each and the enrollment of the students in class 7 & 8 is 105 and 153 respectively and the students are compelled to sit outside the class rooms. The school is functioning without proper electrification and ceiling fans. He said because of these, the pass percentage of the students is very poor and only 2 - 3% of the students passed in all the subjects and 70% of the students secured below 5 marks in the final exam. He urged the members to take urgent arrangement for construction of class rooms. He also informed that Minister for School Education have donated Rs. One lakh for purchase of bench and desk.
